Who must title a vehicle in Arizona?
All motor vehicles, ATVs, ORVs, and trailers must be titled.
Manufactured homes are titled unless permanently affixed to real property (one title per section).
Mopeds and boats are exempt from titling.
Who issues titles and where are applications submitted?
Arizona Motor Vehicle Division (MVD) issues titles.
Application (Title and Registration Application, Form 96-0236) may be submitted to any MVD Office or Authorized Third Party Provider.
Titles are held electronically in the owner’s AZMVDNow account. Paper titles are available upon request.
What documents are needed as proof of ownership?
New vehicles: Manufacturer’s Certificate of Origin (MCO).
Used vehicles: Certificate of Title.
Non-title states: Valid vehicle registration and a notarized bill of sale for ownership transfer.
Government surplus: U.S. Government Certificate (SF97-1).
Foreign vehicles: Foreign ownership documents plus EPA and DOT compliance certificates; inspection by MVD agent required.
How much does a title cost?
$4.00 for standard vehicles.
Mobile homes: $7.00 per section.
Duplicate/amended title: $4.00.
Are electronic signatures and titles allowed?
Electronic signatures are accepted if captured on an electronic signature pad or via AZMVDNow.
Electronic notaries are accepted.
Other types of electronic signatures are not accepted.
What’s the process for title transfer?
Transfer is accomplished by notarized assignment of title.
eTitle Transfer is available for qualified sellers and buyers through AZMVDNow.
Seller must complete a Sold Notice within 10 days of sale (may be completed online).
Title must be applied for within 15 days of purchase to avoid penalty ($8 for first month, $4 each additional month; max $100).
Are there special titles or brands?
Bonded titles are available if proper documentation is lacking (bond = 1.5x vehicle value).
Brands include: Dismantled, Flood Damage, Homemade, Non-Repairable, Reconstructed, Refurbished, Restored/Salvage, Retrofit, Salvage, Specially Constructed, and Stolen. Brands from other states are carried forward.
How are duplicate/corrected titles handled?
Title info is stored electronically; paper titles are not issued unless requested.
Replacement or duplicate paper titles may be requested via AZMVDNow or by mail; $4.00 fee.
Other notes:
Odometer disclosure required for vehicles newer than 2010.
VIN inspection required for out-of-state vehicles, bonded titles, and title-only requests (Level I, II, or III depending on situation; fees apply).
What taxes apply to vehicle purchases/registrations?
Transaction Privilege Tax (TPT)/Use Tax: 5.6% state rate plus any county excise and city privilege tax on vehicle/boat purchases.
Vehicle License Tax (VLT): Collected instead of property tax at registration.New vehicles: $2.80 per $100 of assessed value (60% of MSRP).
Subsequent years: $2.89 per $100 of depreciated value.
Personal Property Tax: Assessed on manufactured homes by county.
Federal Heavy Vehicle Use Tax: Required for vehicles 55,000 lbs.+ (IRS Form 2290).
How and when are taxes paid?
Paid at time of registration/title application at MVD or online.
TPT is due monthly by the 20th for businesses.
VLT and registration fees are paid at registration.
Are there exemptions?
Trade-in credits allowed.
Credit allowed for taxes paid to another state (reciprocal).
Retail sales to nonresidents may be exempt if delivered outside Arizona and proper documentation is provided.
Military personnel: Nonresident military are exempt from TPT if purchasing for use in home state; resident active-duty may be eligible for VLT and registration fee exemptions.
Other fees:
Registration: $8.00 (passenger vehicles/trucks/trailers), $9.00 (motorcycles), $5.00 (mopeds), $25.00 (OHV decal).
Commercial vehicle fees vary by weight.
Permanent trailer registration: $125.00 (≤10,000 lbs.), $800.00 (>10,000 lbs.).
Personalized plates: $25.00 extra.
How are liens recorded and perfected?
Arizona is a mandatory electronic lien and title (ELT) state (except mobile homes).
Liens are entered on the Title and Registration Application (96-0236); $4.00 title fee.
Lien is perfected as of the date of execution if filed within 30 days, otherwise as of filing date.
Lien info is viewable via AZMVDNow.
How are liens released or assigned?
Lienholders must release liens electronically (except mobile homes).
Private party lienholders may use Lien Release (48-9901).
Assignment of lien requires a statement from prior lienholder and new title application.
How does repossession work in Arizona?
After default, the lienholder may repossess a vehicle without judicial process if peaceful.
Lienholder must provide proof of notice and sale per security agreement.
Repossession Affidavit (48-0902) and bill of sale required for transfer to new purchaser.
If repossessed by replevin, a certified copy of the judgment must accompany the title application.
Purchaser must apply for title within 30 days of transfer.
If owner fails to pay lien for 90+ days, creditor may notify owner by certified mail; vehicle must be returned within 30 days or registration/plate is suspended.
Other notes:
Mechanic’s liens: Vehicle must be retained for 20 days after repair, certified mail notice to owner, and public notice of sale required.
Titles issued after May 2010 are held electronically.
