Who must title a vehicle in Idaho?
Most motor vehicles, motorcycles, trailers, snowmobiles, off-highway motorbikes, UTVs, ATVs, slide-in truck campers, park model RVs, and vessels (model year 2000+ with permanently attached propulsion, or any vessel >12 ft) must be titled unless exempt.
Exempt: Mopeds, construction/farm equipment, utility trailers <2,000 lbs., tow dollies, implements of husbandry, small snowmobiles/ATVs (<50cc), and some older vehicles/vessels.
Who issues titles and where are applications submitted?
Idaho Transportation Department, Division of Motor Vehicles (ITD DMV); application (ITD 3337) to any County Assessor Motor Vehicle Office.
Title fee: $14.00; rush processing: +$26.00.
What documents are needed as proof of ownership?
New vehicles: Manufacturer’s Certificate of Origin (MCO).
Used vehicles: Certificate of Title (bill of sale if price not shown).
Non-title states: Registration, bill of sale, and lien search or Indemnifying Affidavit (ITD 3410).
Government surplus: SF97-1.
Foreign vehicles: Foreign proof of ownership, CBP 7501, NHTSA HS-7, odometer conversion if needed, DOT bond release if imported, English translation if needed, and Statement of Facts or VIN inspection.
How are special titles or brands handled?
Bonded titles: For vehicles <10 years old with missing docs (bond = 1.5x value, 3 years).
Conditional titles: For vehicles ≥10 years old with unclear ownership (brand valid 3 years).
Brands: Assembled, Bonded, For Junk Only, Glider Kit, Rebuilt Salvage, Reconstructed, Replica, Specially Constructed, Theft Recovery, and more. Out-of-state brands carried forward.
Salvage: Required for total loss vehicles; insurer/salvage pool must apply within 30 days of settlement.
Rebuilt: Submit Salvage Vehicle Statement (ITD 3311), salvage certificate, and fee.
Junk: Title surrendered for “For Junk Only” brand; vehicle cannot be re-registered.
How are duplicate/corrected titles handled?
Duplicate: ITD 3367 (notarized), $14.00 fee; rush: +$26.00.
Duplicate with transfer: ITD 3369, $28.00.
Corrected: Submit title, explanation letter, and $14.00 fee (no fee for departmental error).
Other notes:
Odometer disclosure required on transfer (exempt for 2010 or older, trailers, trucks >16,000 lbs.).
VIN/HIN inspection required for out-of-state vehicles/vessels or if no Idaho title is presented ($5.00 fee).
Are electronic signatures accepted?
Yes, but must be verifiable or accompanied by a wet signature or certificate.
What taxes apply to vehicle purchases/registrations?
Sales/Use Tax: 6.0% of purchase price (local option taxes may apply).
Trade-in credit: Allowed for licensed dealer sales only.
Credit for taxes paid to another state: Allowed.
Exemptions: New residents with title in their name from a taxing state, vehicles owned in non-tax states for 3+ months, family sales, tribal sales, gifts, and certain IRP vehicles.
Other taxes/fees:
Personal Property Tax: Required for unregistered vehicles; manufactured homes require ad valorem tax receipt.
Heavy Vehicle Use Tax: Required for vehicles ≥55,000 lbs.
New manufactured homes: Taxed on 55% of purchase price; used homes are exempt.
How are liens recorded and perfected?
Lien info entered on title and ITD 3337; perfected as of filing date.
No dedicated field for second liens; both can be listed in/near lienholder section.
Transitional Ownership Document (TOD) can be filed if title not available.
How are liens released or assigned?
Lienholder releases on title or with Release and Satisfaction of Interest (ITD 3777); must notify DMV within 30 days.
Assignment: Current lienholder marks “lien assigned” and signs release; new lienholder entered on title.
How does repossession work in Idaho?
Lienholder may repossess without judicial process if peaceful.
Submit Affidavit of Repossession (ITD 3366) and title fee.
For out-of-state vehicles, submit out-of-state title, title app, VIN inspection, and Affidavit of Repossession.
Repossessing lienholder may resell vehicle without titling in their name.
Other notes:
Possessory/mechanic’s liens require 60-day wait, certified mail notice, public notice, and sale; various forms required.
