Who must title a vehicle in Oklahoma?
All motor vehicles, travel trailers, mopeds, commercial trailers, ATVs, utility vehicles, off-road motorcycles, boats, and outboard motors >10 hp must be titled.
Exempt: Noncommercial/agricultural trailers, auxiliary axle equipment, golf carts, USCG documented vessels, canoes, paddleboats.
Who issues titles and where are applications submitted?
Service Oklahoma (state DMV), at Oklahoma City or any Driving & Auto Location.
Application: Certificate of Title for a Vehicle (701-6) or Boat/Outboard Motor (BM-26).
Fee: $11.00 (vehicles), $2.25 (boats/outboards), +$1.66 mail fee.
What documents are needed as proof of ownership?
New vehicles: Notarized MCO/MSO.
Used vehicles: Certificate of Title.
Non-title states: Current registration certificate.
Government surplus: SF97-1 (must be <35 model years old).
Foreign vehicles: Foreign docs, U.S. Customs clearance, EPA/DOT compliance, English translation if needed.
Purchase contract/bill of sale/Declaration of Vehicle Purchase Price (722-1) required to establish price.
How are special titles or brands handled?
Brands: Drug Manufacture, Flood Damaged, Lemon Law Buyback, Rebodied, Rebuilt, Recovered Theft, Remanufactured, Rental, Salvage, Unrecovered Theft, and odometer brands (Actual, Not Actual, Exceeds Mechanical Limits, Odometer Discrepancy). Out-of-state brands carried forward.
Salvage: Vehicles ≤10 model years old, repair cost >60% of FMV; insurer/owner must surrender title within 30 days of loss payment. Salvage title is issued; “Flood Damaged” noted if submerged to/above dashboard.
Rebuilt: Salvage vehicle repaired to roadworthy; must pass rebuilt vehicle inspection ($25.00), submit receipts and proof of insurance. Title is branded “Rebuilt Vehicle Has Been Inspected...”.
Junk: Vehicle with 80%+ loss in FMV, incapable of operation; title must be surrendered within 30 days, $4.00 junk title fee + mail fee. Title is canceled, no further title/registration issued.
How are duplicate/corrected titles handled?
Duplicate: Notarized Application (701-7), $11.00 (+$1.66 mail fee); $2.25 for boats/outboards.
In Lieu of Replacement Title Affidavit (780-A): $22.00.
Unobtainable Ownership Documentation Affidavit (780-B): $11.00 for unsuccessful attempts to secure title.
Other notes:
Odometer disclosure required for all transfers (exempt for 2010 or older, trailers, trucks >16,000 lbs.).
VIN inspection required for out-of-state vehicles ($4.00 fee).
Are electronic signatures accepted?
Yes, for most forms (not titles); e-notaries accepted except titles.
What taxes apply to vehicle purchases/registrations?
Sales/Use Tax: 1.25% of purchase price (most vehicles), trade-in value exempted.Exemptions: Manufactured homes, boats, special mobilized machinery, IRP vehicles, private/farm trailers, certain transfers, nonresidents, inheritance, IRP lessor/lessee, certain agricultural vehicles, and more.
Excise Tax: 3.25% on new vehicles (purchase price); used vehicles: $20 for first $1,500 + 3.25% of remainder.No trade-in credit on excise tax.
Boats/motors: 3.25% of MSRP (new); used: 35% annual depreciation.
Manufactured homes: 3.25% of half retail (new); 65% of half resale (used).
Ad Valorem Tax: On manufactured homes (annual).
Heavy Vehicle Use Tax: Required for vehicles ≥55,000 lbs.
How are liens recorded and perfected?
Lien Entry Form (MV-21-A), $10.00 fee + mail fee; must include ownership docs.
Perfected as of execution if filed within 25 days; otherwise, at filing.
Lienholder ID required; ELT program optional (not for manufactured homes).
How are liens released or assigned?
Lienholder must release within 7 business days of satisfaction; original, notarized, or electronic signature accepted.
Assignment: Lien reassignment requires release of initial lien, new Lien Entry Form, and filing fee.
How does repossession work in Oklahoma?
Lienholder may repossess if peaceful; must obtain Repo Title before sale.
Submit Affidavit of Repossession (737), lien release, and mortgage instrument; $60.16 fee.
Other lienholders must be notified 10 days before repossession.
Out-of-state repossessions must be approved by Oklahoma.
Other notes:
Possessory lien: Must notify owner/lienholder, foreclose by sale, and file proper forms.
