Who must title a vehicle in Oregon?
All motor vehicles, trailers, mopeds, snowmobiles, campers, motorboats, and sailboats 12+ feet must be titled.
Exempt: Trailers ≤1,800 lbs. laden weight and ATVs (owner’s option), US government vehicles, implements of husbandry, farm tractors/trailers, golf carts, e-bikes, tow dollies, converter gears, and some construction/fire vehicles.
Who issues titles and where are applications submitted?
Oregon Driver & Motor Vehicle Services (DMV).
Application: Title & Registration (226), by mail to DMV HQ or in person at DMV office.
Title fee: $101–$192 for vehicles (varies by MPG/electric), $90 for heavy vehicles, $75 for boats, $100 for antique (permanent), $116 for 40+ MPG, $192 for electric vehicles.
What documents are needed as proof of ownership?
New vehicles: Manufacturer’s Certificate of Origin.
Used vehicles: Certificate of Title.
Non-title states: Registration card + bill of sale.
Government surplus: SF97-1.
Foreign vehicles: Foreign docs, compliance with federal standards, Certification of Liens (6436), certified translation if needed.
How are special titles or brands handled?
Brands (in “Title Brands” box): Assembled, Branded, Flood, Glider Kit, Lemon Law Buyback, Reconstructed, Replica, Totaled. Out-of-state brands carried forward with state abbreviation.
Salvage: Required for insurer total loss, unrecovered stolen, or damage ≥80% of retail value; title must be surrendered within 30 days. Salvage title fee: $27.
Reconstructed/Replica/Assembled: VIN inspection, Assembled/Reconstructed/Replica Certification (6511), releases/bills of sale for parts, and title fees required.
Junk: No title for vehicles branded destroyed, dismantled, hulk, junk, non-repairable, scrap, etc.; dismantler must submit title and Dismantler’s Notice (270) within 30 days.
Stolen: Owner/insurer must notify DMV; salvage title required if recovered with ≥80% damage.
How are duplicate/corrected titles handled?
Duplicate: Application for Replacement/Duplicate Title (515), title fee; lost boat title (250-041), $25; $75 for ownership/lender change.
Correction: Request for Correction of Title Records (264), title fee; Statement of Error (502) for name correction.
Other notes:
Odometer disclosure required for all transfers (exempt for 2010 or older, trailers, trucks >16,000 lbs.).
VIN inspection required for out-of-state/foreign, salvage, assembled, reconstructed, or replica vehicles ($9.00 fee).
Are electronic signatures accepted?
Yes, for title/registration at DMV field offices using signature pad; not for other purposes.
What taxes apply to vehicle purchases/registrations?
Sales/Use Tax: None.
Vehicle Privilege Tax/Use Tax:0.5% of retail price for new vehicles sold by dealers (privilege tax) or out-of-state dealers (use tax) if required to be titled/registered in Oregon, ≤7,500 miles, ≤26,000 lbs. GVWR, never titled/registered in Oregon.
Out-of-state dealer must collect/remit or owner pays before titling.
Exempt: Nonresidents, auctions <7 days, resale certificate, out-of-state sales.
Other taxes/fees:
Personal Property Tax: None for registered vehicles; manufactured structures taxed unless county exempt.
Heavy Vehicle Use Tax: Proof required for vehicles ≥55,000 lbs.
How are liens recorded and perfected?
Enter lienholder on Application for Title/Registration (226); for existing titles, use back of title.
Second lien: Submit current title + new application; first lienholder must authorize.
Perfection as of DMV receipt date.
How are liens released or assigned?
Lienholder must sign title release and deliver to next lienholder/owner within 15 days.
If not in possession of title, submit Statement of Lien Satisfaction (524) or Bill of Sale (501); owner submits title/application to remove lien.
How does repossession work in Oregon?
Lienholder may repossess if peaceful; submit endorsed title + Repossession Certificate (263) and title fee.
Lienholder not required to obtain repo title before transferring to new owner.
Out-of-state repossession forms accepted if accompanied by out-of-state title.
Other notes:
Possessory/mechanic liens: Must complete Certificate of Possessory Lien Foreclosure, notify owners/lienholders, provide bill of sale, and post bond/credit if not a franchise dealer/manufacturer/tower/auction company.
