Who must title a vehicle in Utah?
All motor vehicles, mopeds, trailers, semitrailers, manufactured/mobile homes, OHVs, vessels, outboard motors, and roadable aircraft must be titled unless exempt.
Exempt: Federal government vehicles, noncommercial trailers ≤750 lbs. unladen, some single-axle trailers, OHVs before 1988 (unless motorcycle/street-legal ATV), vessels/outboards before 1985, USCG-documented vessels, canoes, small inflatables, lifeboats, sailboards, vessels exempt from registration.
Who issues titles and where are applications submitted?
Utah State Tax Commission, Division of Motor Vehicles (DMV), or any DMV office.
Application: Utah Title (TC-656), TC-656R (rental agencies), TC-656V (vessels).
Fee: $6.00.
Person-to-Person (UPP) e-service allows online title/registration for Utah titles.
What documents are needed as proof of ownership?
New vehicles: Manufacturer’s Certificate of Origin.
Used vehicles: Certificate of Title.
Non-title states: Registration + lien search or Ownership Statement (TC-569A) or bill of sale.
Foreign vehicles: Foreign docs, Statement of Compliance (TC-706), certified translation if not in English.
How are special titles or brands handled?
Brands: Flood/Restored, Flood/Salvage, Manufacturer Buyback, Nonconforming Vehicle, Non-Repairable, Rebuilt/Restored, Reconstructed, Salvage, Replica (model field), Duplicate. Out-of-state brands carried forward.
Salvage: Required if repair cost > fair market value or insurer declares salvage; exempt if undamaged value ≤$2,000. Title surrendered within 10 days of settlement/damage.
Rebuilt/Restored: Repaired salvage vehicles; safety and emission inspection required.
Reconstructed: Materially altered vehicles; Ownership Statement, titles for parts, bills of sale, assigned VIN, photos, and inspections required.
Nonrepairable: No value except parts/scrap, substantially burned, or only value as VIN; title issued as non-repairable, cannot be rebuilt.
Dismantled: Title surrendered, permit to dismantle required; vehicle cannot be retitled/registered.
How are duplicate/corrected titles handled?
Duplicate: Application (TC-123), $6.00 fee; online option available.
Corrected: Submit erroneous title, explanation, and fee.
Other notes:
Odometer disclosure required for all transfers (exempt for 2010 or older, trailers, trucks >16,000 lbs.).
VIN/HIN inspection required for most first-time titles/registrations (except new vehicles from UT dealers/manufacturers and park model RVs).
Are electronic signatures accepted?
Yes, for all Utah documents except survivorship affidavits (must be notarized).
What taxes apply to vehicle purchases/registrations?
Sales/Use Tax: 4.85% + local tax, based on purchase price.Credit for trade-in and taxes paid to another state.
Exemptions: Nonresidents (with out-of-state delivery affidavit), tribal members, authorized interstate carrier vehicles ≥26,001 lbs., certain out-of-state deliveries, and more.
Property Tax: Uniform age-based fee or fee-in-lieu of property tax for most vehicles (fee varies by age/type).
Heavy Vehicle Use Tax: Proof required for vehicles ≥55,000 lbs.
How are liens recorded and perfected?
Enter lienholder on title application; submit existing title and fee.
Perfected as of creation if filed within 30 days; otherwise, as of delivery.
Only one lienholder per title.
How are liens released or assigned?
Submit outstanding title with lien released or legal release from lienholder and application/fee.
Lienholder must notify owner of any assignment that changes repayment terms.
How does repossession work in Utah?
Lienholder may repossess if peaceful; not required to obtain repo title before transfer.
Submit Repossession Statement (TC-569B), title, application, and fee to transfer.
Out-of-state repos accepted with proper affidavit and title.

Repairman’s/self-storage liens: 30 days’ certified notice, public ad, sale, and Certificate of Sale required.
