Who must title a vehicle in Wyoming?
All motor vehicles, trailers, off-road recreational/multipurpose vehicles, motorized watercraft, and snowmobiles must be titled.
Exempt: U.S. government vehicles, mopeds, implements of husbandry.
Who issues titles and where are applications submitted?
Wyoming WYDOT Motor Vehicle Services, via County Clerk in county seat of residence.
Application: Certificate of Title (MV-300A), $15.00 fee (+$1.00 copy/handling may apply).
What documents are needed as proof of ownership?
New vehicles: Manufacturer’s Certificate of Origin + Dealer’s Invoice or bill of sale.
Used vehicles: Certificate of Title + bill of sale.
Non-title states: Current registration + bill of sale.
Government surplus: SF97-1.
Foreign vehicles: Foreign docs, manufacturer’s safety letter, CBP7501, NHTSA HS-7, EPA 3520-1, bond release, recall policy, translation if not English.
How are special titles or brands handled?
Bonded Title: VIN/HIN inspection, title search, certified letter to prior owner, Affidavit of Ownership (MV147), surety bond (2x value unless <$2,500), possible bond waiver for non-operational vehicles.
Brands: Flood, Glider Kit, Junk, Rebuilt, Salvage, Theft. Out-of-state brands and NMVTIS info carried forward.
Salvage: Required for total loss (wrecked/destroyed/damaged ≥75% value); title surrendered before repair/transfer. Exemptions: vehicles >8 years, certain commercial vehicles, trailers.
Rebuilt: Submit Rebuilt Salvage Vehicle Decal (MV-600), photos, law enforcement inspection, salvage title, then apply for rebuilt title.
Junk: For inoperable/abandoned vehicles < $2,000 FMV; title surrendered and cancelled.
How are duplicate/corrected titles handled?
Duplicate: Notarized Duplicate Title Application/Affidavit (020-022), $15.00 fee.
Correction: New title required; no amended titles.
Other notes:
Odometer disclosure required for all transfers (exempt for 2010 or older, trailers, trucks >16,000 lbs.).
VIN/HIN inspection required for out-of-state/homemade/rebuilt/kit vehicles, or when bond required ($10.00 fee; $20.00 for assigned VIN/HIN).
Are electronic signatures accepted?
Yes; electronic notaries may be accepted in some counties.
What taxes apply to vehicle purchases/registrations?
Sales/Use Tax: 4.0% state + local/optional, paid at first registration.Trade-in credit allowed (if titled in purchaser’s name).
Credit for taxes paid out of state in some cases.
Exemptions: Nonresidents (vehicle removed within 30 days), gifts (if gifter paid tax), certain carriers, tribal members, and more.
Mobile Home Tax: 70% of sale price for new mobile homes; no tax on subsequent sales.
Ad Valorem Tax: Annually on manufactured homes not affixed to real property.
Heavy Vehicle Use Tax: Proof required for vehicles ≥55,000 lbs.
How are liens recorded and perfected?
File financing statement/security agreement + title app with County Clerk; $15.00 title + $20.00 lien filing fee.
Transitional Ownership Document (MV-141) allowed if title/MCO not available.
Lien effective for 10 years (30 years for manufactured homes); $5.00 for continuation.
How are liens released or assigned?
Release: File termination statement with title at County Clerk; or UCC3/lienholder letter.
Assignment: UCC3 showing new lienholder + $5.00 fee.
How does repossession work in WY?
Lienholder must notify all lienholders by certified mail 15 days prior to filing for title.
Repo title: Affidavit of Default in Payment + app/documents to County Clerk.
If lienholder sells, must title in their name before transferring.
Out-of-state repos: Same process; must hold title before transfer.
Other notes:
Storage/mechanic liens: Notice to interested parties, certified mail, public/private sale, sheriff’s Certificate of Sale.
