Title & Proof of Ownership

All motor vehicles, motorcycles, trailers1, OHVs, manufactured homes2, motorized watercraft, and sailboats over eight feet in length must be titled. Mopeds are exempt unless they meet the definition of a motorcycle. Documented vessels and tow dollies are exempt.

Trailer Titling Notes

1 A title is not automatically issued to permanent trailers (PTI) unless there is a lienholder/legal owner (LO). When there is no LO, the registered owner must request issuance of a paper title by submitting a Permanent Trailer Identification Certification (Reg 4017) with the title fee.

2 Manufactured homes are exempt from DMV titling if placed on a permanent foundation. They are titled through the Department of Housing and Community Development (HCD).

Application for Title

Application for Title or Registration (Reg 343) may be submitted to any DMV Office. California licensed franchise dealers must submit an Application for Registration of New Vehicle (Reg 397 or 397A) for all new vehicles sold. California titles may be transferred online.

Manufactured Homes (HCD)

Manufactured homes are titled through the Department of Housing and Community Development, Registration & Titling, 9342 Tech Center Drive, Suite 500, Sacramento, CA 95826 or PO Box 277820, Sacramento, CA 95827-7820, 800.952.8356, [email protected].

Manufactured homes with multiple sections are issued a single title. A Multi-Purpose Transfer Form (HCD RT 476.6G) must be submitted with a transfer fee of $35.00. There is a $25.00 Dealer Report of Sale fee, a $5.00 Park Purchase Fund fee per section, and a $10.00 Mobilehome Recovery Fund fee. Park Purchase fee is not due if the home is located on private property owned by the registered owner.

Electronic Signatures

Most DMV forms may be submitted with an electronic signature with the following exceptions: any original printed form that releases or transfers interest in a vehicle/vessel, original titling documents submitted to finalize transactions, electronic forms with odometer disclosure statements (must have digital signatures per federal regulations), and forms that require notarization (notary's signature must be a digitized version of their genuine signature).

Forms authorized to be reproduced electronically may be signed electronically or digitally in the buyer's and seller's sections, but the power of attorney section must be digitally signed. The Reg 135, Reg 492, Reg 262, Reg 397A, Reg 397, Reg 51, Reg 398, and Reg 396 may be submitted electronically using a digital signature. All forms with digital signatures must also be submitted through a First Line Service Provider participating in the Digital Signature Acceptance Program.

Proof of Ownership

New Vehicles

Dealer's Report of Sale or Manufacturer's Certificate of Origin. If purchased out of state, a factory invoice to dealer is required. Reassignments are not required to be notarized, even if notarization space is provided.

Used Vehicles

Certificate of title and registration.

Non-Title Issuing Jurisdiction

Bill of sale and registration.

Government Surplus Vehicles

U.S. Government Certification to Obtain Title to a Vehicle (SF 97-1) and any bills of sale needed to establish complete chain of ownership. Vehicle is exempt from use tax if SF 97-1 shows vehicle was sold under Government Code §201C or §481C. Cannot be registered for on-highway use; however, may be registered for off-highway use if stated on the SF 97-1.

Foreign Vehicles

Foreign ownership documents plus evidence the vehicle has cleared customs (CBP Forms HS-7, 3299, 3311, 3461, 6059, 7501). Evidence vehicle meets U.S. FMVSS, a copy of the DOT bond release letter from NHTSA, a certificate stating vehicle has been inspected by a CARB-licensed laboratory, and evidence that the vehicle meets EPA and California emissions standards may also be required.

Note: A weight certificate is required for any 2- or 3-axle commercial vehicle between 8,001–10,000 lbs. unladen. Surrender of proof of ownership is required. Documents are not returned to issuing state; however, states are notified. California provides data to NMVTIS and requires dealers to obtain a NMVTIS report prior to offering or displaying a used vehicle for sale.

Insufficient Evidence of Ownership

When supporting evidence of ownership is not available for a vehicle with a value of $5,000 or more ($2,000 or more for vessels) and a release from the legal owner cannot be obtained, a Motor Vehicle Ownership Surety Bond (Reg 5057) or an Undocumented Vessel Surety Bond (Reg 5058) must be submitted. Bond must be obtained for the fair market value of the vehicle/vessel.

If the value of the vehicle is less than $5,000 (less than $2,000 for vessels), any documentation establishing ownership, a Reg 256, and all fees and taxes are required. Bond may be returned if the vehicle/vessel has ceased to be registered in California for at least three years or the currently valid certificate of ownership is surrendered.

If a new resident is unable to show proof of ownership of a vehicle, a non-transferable registration may be issued. See Registration Only in the Registration section.

Special Titles

California does not issue special titles (e.g., bonded titles). However, the following vehicle conditions result in specific title actions:

Stolen Vehicle

An Unrecovered Total Loss Vehicle is a vehicle that has been stolen and not recovered within 60 days from the police report date. Title must be transferred to the insurer. A Statement of Facts (Reg 256) requesting a transfer only and a Miscellaneous Statements (Reg 256A) with the Stolen or Embezzled Vehicle Certification must be submitted with transfer fee and any other fees due. A Salvage Certificate or Nonrepairable Vehicle Certificate is not issued for an unrecovered stolen vehicle.

Salvage Vehicle

A total loss salvage vehicle is a vehicle that has been wrecked, destroyed, or damaged to the extent that the owner or insurer considers it uneconomical to repair. The insurer or their designee or the owner must apply for a Salvage Certificate or Nonrepairable Vehicle Certificate within 10 days from the date the insurer makes a total loss settlement with the owner. An Application for Salvage Certificate or Nonrepairable Vehicle Certificate (Reg 488C), proof of ownership, the title fee, and a $2.00 Prior History fee must be submitted.

Nonrepairable Vehicle

A vehicle with no resale value except as a source of parts or scrap metal, or has been completely stripped, or is a completely burned shell with no usable or repairable parts. A nonrepairable vehicle cannot be titled or reregistered after issuance of a Nonrepairable Vehicle Certificate. Ownership may be transferred twice on the Nonrepairable Vehicle Certificate; no subsequent certificate is issued.

Revived Salvage

A vehicle that was previously reported as a total loss that has been restored to operational condition. Prior to being registered for on-highway use, vehicle must be inspected by an authorized DMV employee or the California Highway Patrol. Fee $50.00. A Verification of Vehicle (Reg 31) or Certificate of Inspection (CHP 97C), brake and light adjustment certificates, $2.00 Prior History fee, and title fee must be submitted.

Junk Vehicle

A vehicle that has been dismantled because it was wrecked, abandoned, or inoperable. A nonrevivable junk vehicle is a vehicle valued at $500 or less that was abandoned. An owner may dismantle a vehicle upon submission of an application to record the vehicle as Junk. If vehicle is dismantled prior to application, a $15.00 Investigation Service Fee is assessed. Title, license plates, and any fees due must be submitted. Any Clean Air Vehicle decals must be removed and destroyed.

Revived Junk Vehicle

A vehicle that has been dismantled and rebuilt. Prior to being registered for on-highway use, vehicle must be inspected by an authorized DMV employee or California Highway Patrol. Fee $50.00. The junk receipt or dismantlers bill of sale, bills of sale necessary to establish a complete chain of ownership, brake and light adjustment certificates, a Verification of Vehicle (Reg 31) or Certificate of Inspection (CHP 97C), a $2.00 Prior History fee, and the title fee must be submitted.

Abandoned Vehicle

If the vehicle is valued over $500, see Lien Sale in the Lien Law section. If vehicle is valued at $500 or less, a Notice of Intent to Dispose of a Vehicle Valued at $500 or Less Removed by a Public Agency (Reg 684) must be sent to registered owner and legal owner at least 15 business days prior to disposal. Vehicle owner may reclaim the vehicle within 10 days of notice.

Title Only

Issued for vehicles that have not been driven, moved, towed, or left on a public roadway to cause registration fees to become due or have not operated within California to cause off-highway fees to become due. Also issued to IRP vehicles purchased by apportioned operators. In addition to normal titling procedures, a Statement of Facts (Reg 256), a Planned Non-Operation Certification (Reg 102), the title fee, and a $27.00 PNO fee are required.

Replacement Title

An Application for Replacement or Transfer of Title (Reg 227) must be submitted with a fee of $27.00; $15.00 for vessels. Replacement title request may be made online. If a Reg 227 is used to transfer ownership or if the lien is being released, or if an out-of-state dealer has accepted the vehicle in trade, the lienholder/legal owner signature must be notarized. For vehicles two model years old or newer, the lienholder/legal owner must apply for the replacement title. Allow 15–30 days for processing. Rush Title is available for an additional $15.00 fee.

Amended Title

When there is an error in the ownership of a vehicle/vessel on a title, or when there is an erasure and/or lined out information on a title, a Statement to Record Ownership (Reg 101) is required. Dealers and financial institutions may certify to errors in signatures made on a California title. Errors made in the odometer section of the Application for Registration of New Vehicle (Reg 397) require a completed Vehicle/Vessel Transfer and Reassignment Form (Reg 262).

Odometer Disclosure

Required upon transfer of a vehicle. Vehicles with a model year of 2010 or older, trailers and other vehicles without odometer devices, and trucks over 16,000 lbs. GVWR are exempt. If title is noncomplying, a secure Vehicle/Vessel Transfer and Reassignment Form (Reg 262) is required.

VIN Inspection

Required for vehicles last registered out of state; reregistration of a previous junk or salvage vehicle; specially constructed motor vehicles/trailers; vehicles with no California DMV record; recording an engine change, motorcycle engine case change, or change from engine number to VIN; assignment of an identifying VIN by DMV; and VIN discrepancies. A Verification of Vehicle (Reg 31) or an Application for Assigned Vehicle Identification Number Plate (Reg 124) must be completed by an authorized DMV representative, California-licensed vehicle verifier, authorized auto club employee, or peace officer.

Title Brands

Brands are shown in a red box titled "Vehicle History" in the upper right corner of the title. Brands from out of state are forwarded onto California titles. A $2.00 Prior History service fee is collected on the initial issuance of branded documents. "Replacement" is printed at the top of a replacement title.

Odometer codes: A — Actual Mileage, E — Exceeds Mechanical Limits, N — Not Actual Mileage. Titles for noncomplying (do not meet emissions standards) off-highway motorcycles and ATVs are branded NC M/C or NC ATV.

Lien Law

All licensed financial institutions that hold a security interest in a California-titled vehicle are required to enroll in the ELT Program. Liens may be recorded on the title application or on existing California titles. Both the lienholder and registered owner's names and addresses appear on the title and registration. Two lienholders with different addresses acting separate from each other cannot be recorded on a title; however, two lienholders with a single address may be shown. Any change in lienholder must be made within 10 days. Liens are perfected when documents are submitted to DMV and processed.

Electronic Lien & Title (ELT) Program

All licensed financial institutions that hold a security interest in a California-titled vehicle and lend money as their primary source of income are required to enroll in the ELT Program. Dealers may voluntarily participate. Participating lienholders must become an ELT Service Provider or contract with an approved ELT service provider and are issued an ELT Lienholder ID number.

Same documents are required as when applying for a paper title; however, no paper title is issued. Title is mailed to owner once lien has been satisfied. To enroll in the ELT program, contact the DMV at [email protected].

Manufactured Homes

The legal owner of a manufactured home must submit an application for registration within 20 days of acquiring a security interest. A Statement to Encumber (HCD 484.7) is used to record a lien; a Statement of Lien (HCD RT 480.7) is used to add a Junior Lienholder; a Report of Additional Description or Additional Junior Lienholder (HCD RT 490.8) is used to add a third Junior Lienholder. There is a Lien Registration Service Fee of $25.00 to add, delete, or change a lienholder.

Lien Expiration

Liens are valid until a release is submitted. There is no automatic expiration.

Responsible Party for Filing

The dealer is responsible for filing a lien on a vehicle purchased from a dealer. The lienholder is responsible on casual sales.

Assignment of Lien

Lienholder must release their interest on the title and the name and address of the new lienholder is entered on the back of the title. If title is held electronically, the lienholder will electronically release their lien and a title is issued to the new lienholder. Transfer fee and any other fees are due.

Lien Records on File

Central office of the DMV. Title on which a lien is shown is held electronically or mailed to the lienholder.

Lien Sale

A person lawfully in the business of providing repairs, towing, and/or storage of vehicles and legally entitled to compensation not received has a lien against the vehicle/vessel. The lien may be satisfied through the lien sale process, unless opposed.

The maximum number of days for a storage lien on a vehicle placed in storage by law enforcement is 60 days. Storage lien may be extended for a period not to exceed 120 days if an application for lien sale is submitted within 15 days from the date the lien arises for vehicles valued at $4,000 or less or within 30 days for vehicles valued over $4,000 or stored at a self-storage facility.

For vehicles valued at $4,000 or less, the lienholder must submit a Registration Information Request for Lien Sale (INF 1126) with appropriate fees within 15 days. For vehicles valued over $4,000, an Application for Lien Sale Authorization and Lienholder's Certification (Reg 656) must be submitted with a $5.00 filing fee within 30 days.

Release of Lien

Lienholder may release the lien on the title or may submit a notarized Lien Satisfied/Legal Owner/Title Holder Release (Reg 166) within 15 business days after satisfaction to avoid penalty. A Reg 166 cannot be used for a vehicle with a paperless title or a vehicle that is two model years or newer. Manufactured home lenders must submit an application for registration within 20 days of satisfaction of a lien. Lien Registration Service fee of $25.00 applies.

Transfer of Title

Transfer is accomplished by assignment of title. Transfer must be made within 10 days of sale. Transfer fee $15.00; $27.00 for OHVs and mopeds; $32.00 for special equipment; $35.00 for manufactured homes. If transfer fee is not paid within 30 days of date of transfer, penalties are assessed at $27.00 for vehicles and OHVs; $8.00 for vessels. Seller must provide the purchaser with a valid Smog Certification upon transfer of vehicle, unless vehicle is less than four model years old. Seller must submit a Notice of Transfer and Release of Liability (Reg 138) to the DMV within five days of sale or transfer.

Dealer Penalties

If a California dealer fails to submit a Report of Sale within five days of date of sale or fails to submit application and fees due within 20 days for new vehicles or 30 days for used vehicles, an administrative service fee of $5.00 is assessed; if dealer fails to clear an application within 40 days for new vehicles or 50 days for used vehicles, a $25.00 penalty is assessed.

Add/Remove a Party

When a registered owner's name or co-owner term is changed, added, or deleted, a title transfer occurs. The same procedures are followed as any other transfer, including fees. New plates are not required. Registration fee is due if the registration is expired or if renewal is due within 30 days.

Damage Disclosure

Sellers are legally required to disclose a vehicle's salvage title and history. Dealers must obtain a NMVTIS report prior to offering a used vehicle for sale. If the NMVTIS history report indicates vehicle has been junked or salvaged, or the title is branded, the dealer must post a disclosure statement on the vehicle while it is displayed for sale.

Joint Ownership

If names are joined by "and" (represented by a slash "/") or if owners names are followed by "JTRS", both signatures required for transfer. If names are joined by "or" or "and/or", only one signature required for transfer.

Transfer Upon Death

When names are joined by "/", ownership passes to the surviving owner upon submission of an Affidavit for Transfer Without Probate (Reg 5). When names are joined by "and/or" or "or", surviving owner may transfer title, unless "Tenants in Common" or "COMPRO" follows owners' names.

Sole Ownership: Ownership may be transferred to an heir on an Affidavit for Transfer Without Probate (Reg 5) after 40 days have passed since owner's death and the value of the deceased's property does not exceed $166,250.

Transfer on Death (TOD)

A beneficiary may be designated by submitting the title with the registered owner's name entered as usual and "TOD" followed by the beneficiary's name entered on the second line. Only one owner and one beneficiary are permitted. Fee $10.00. Upon death of the owner, the vehicle may be transferred to the beneficiary upon submission of a Statement of Facts (Reg 256) and the title.

Notarization

Not required for title transfer in California.

Power of Attorney

A general Power of Attorney or a Power of Attorney (Reg 260) may be used. Neither may be used to disclose odometer mileage. California no longer produces a Secure Power of Attorney (SPOA) form; however, an out-of-state SPOA may be used if a lienholder had possession of a nonresident title when the transfer occurred. Two parties may not be placed on a POA.

Limited Assignment Space

When there is no further assignment space available, the applicant must submit appropriate bills of sale to complete chain of ownership. A Statement to Record Ownership (Reg 101) must be submitted to clarify ownership. If there are no further dealer reassignments on a title, a Vehicle/Vessel Transfer and Reassignment Form (Reg 262) is required.

Repossession

The secured party may take possession of a vehicle without judicial process, if it proceeds without a breach of the peace. Written notice of the intent to sell/dispose of a repossessed vehicle/vessel must be given to the last known address of all persons liable under a conditional sale contract at least 15 days prior to sale; or within a reasonable time for a security interest agreement.

Requirements

  • Party applying for transfer must submit the title with the lien satisfied and a Certificate of Repossession (Reg 119) completed by the repossessor
  • "REPO" must be printed in lieu of the registered owner's release
  • A $15.00 repossession fee and a transfer fee are due if the vehicle is registered to other than the repossessor ($10.00 for OHVs; $35.00 for manufactured homes)
  • A bill of sale from the repossessor to the new owner is required for transfer
  • Lessor's release is required if transferring a repossessed leased vehicle
  • An original or certified copy of the conditional sales contract or security interest agreement is required if the legal owner is not shown on record

Nonresident Vehicle Repossession

When a nonresident vehicle is repossessed in California, the Reg 199 must be submitted with evidence of the lienholder's right to repossess the vehicle and fees from the date of purchase or date of first retail sale by a dealer. A lien release is not required when the lienholder is the same as the repossessor for a Georgia title submitted with a Georgia Affidavit of Repossession, a Florida title submitted with an affidavit by the lienholder stating the vehicle was repossessed, or a Texas title submitted with a Texas Repossessed Motor Vehicle Affidavit.

Repossession Fee

Fee is $15.00 for motor vehicles; $10.00 for OHVs; $35.00 for manufactured homes. Fee is not due for a leased vehicle repossessed by the lessor and subsequently leased to another lessee. There is a $25.00 repossession penalty if application for repossession of a manufactured home is submitted more than 60 days after date of repossession.

Registration

All motor vehicles, mopeds, and trailers used upon the highways and all sailboats over eight feet in length, motorboats, dinghies, and manufactured homes not installed on a permanent foundation must be registered. OHVs such as ATVs, trail bikes, dune buggies, and snowmobiles do not require regular vehicle registration; however, they must display an ID plate or placard. Diesel vehicles 2010 and older with a manufacturer GVWR greater than 14,000 lbs. must comply with CARB Truck and Bus Regulations in order to be registered or transferred.

Application for Registration

Made to any DMV Office. A Statement of Facts (Reg 256) is required for registration of a vehicle physically located in another state. All fees required to be paid for registration must be paid within 20 days of the date the fees became due or the fees are subject to a late penalty. California dealers have 30 days from the date of sale to submit fees without penalty for used vehicles; 20 days for new vehicles. New residents must register their vehicles and manufactured homes in California within 20 days of establishing residency to avoid late penalties.

Planned Non-Operation (PNO)

If a vehicle will not be operated or parked on any California roadway during an entire registration year, a PNO must be filed before the vehicle's registration expiration date to avoid penalty. A PNO may not be filed for vessels and trailer coaches. A Planned Non-Operation Certification (Reg 102) may be submitted with a fee of $27.00. A PNO may be filed up to 90 days after registration expiration date if the vehicle was not operated; however, late penalties apply.

Nonresidents

Properly registered nonresident vehicles may be operated in California without obtaining California registration. Nonresidents with an established place of business in California and regularly using a vehicle must register the vehicle upon entry into California. California vessel registration is required within 120 days of date of entry if the state of principal use changes to California.

Registration Only

A Non-Transferable Registration is issued when an out-of-state title cannot be presented. Vehicle cannot be sold, transferred, or issued a California title until conditions are met. Out-of-state registration must be in applicant's name.

Plates

Two plates issued; one plate for trailers, motorcycles, special equipment, tow dollies, and commercial truck tractors with a DR, DS, or TR body type. Plates remain with the vehicle upon transfer, except special interest plates which may be transferred to another vehicle.

Military Registration

Nonresident military personnel stationed in California and their spouses may operate vehicles with valid out-of-state license plates from home state. Nonresident military personnel and their nonresident spouses are exempt from VLF on any vehicle or trailer coach. Qualified disabled veterans, ex-POWs, and Purple Heart or Congressional Medal of Honor recipients are exempt from registration and weight fees on one passenger motor vehicle.

7.25% state rate, plus city and county taxes determined by the address where the vehicle is registered or the vessel is moored, is assessed on the total purchase price. Credit is not allowed for trade-in. Use tax applies to vehicles purchased from non-dealers or from outside California for use in California. There is a 10% use tax penalty if use tax is paid more than 30 days after date of sale.

Nonresident Exemptions

Nonresidents are exempt paying sales tax if purchaser took delivery of the vehicle outside California and vehicle was first functionally used outside of California. Nonresidents are exempt use tax if the only use of the vehicle in California is to remove it for use in home state. Use tax may be due on vehicles brought into California within one year from date of purchase. Credit may be allowed for taxes paid in another state, political subdivision, or Washington DC. Credit is not given for taxes paid to foreign countries or U.S. territories.

Commercial Vehicle Exemptions

Sales or purchases of new, used, and remanufactured trucks, trailers, and semitrailers with an unladen weight of 6,000 lbs. or more used out-of-state or in interstate or foreign commerce are exempt sales and use tax through January 1, 2029 upon submission of an Affidavit for Section 6388 or 6388.5 Exemption (CDTFA-837). Vehicles must be removed from California within 30 days if manufactured outside California; or 75 days if manufactured in California.

Zero Emissions Vehicle Exemption

A partial exemption for zero emissions vehicles from state sales and use tax at the rate of 3.9375% is allowed through December 31, 2027 upon submission of a Partial Exemption Certificate – Zero Emission Vehicle (CDTFA-230-ZEV).

Manufactured Homes

Dealer sales of new manufactured homes are subject to sales/use tax based on 75% of the purchase price. If new manufactured home is not used as a residence, sales/use tax is due on full purchase price. Used manufactured homes subject to LPT are exempt from use tax upon resale or transfer.

Vehicle License Fee (VLF)

Automobiles, motorcycles, trailer coaches, park trailers, and commercial vehicles are subject to a VLF of 0.65% of the purchase price/market value of the vehicle upon original registration and renewal; historic vehicles and horseless carriages are subject to a VLF of $2.00 per year. In-Lieu Tax (ILT)

Required annually on manufactured homes. There is an In-Lieu Tax Penalty of 20% of the tax due if tax is allowed to become delinquent for less than 120 days. An additional penalty of $50.00 per section is due if allowed to become delinquent for 120 days or more.

Federal Heavy Vehicle Use Tax

Proof of payment is required before registration is issued or renewed for commercial vehicles operated at 55,000 lbs. GCWR or more.

Important Notes

  • The annual vehicle registration consists of the registration fee, CHP fee, vehicle license fee, weight fee, special plate fee, county/district fees, and owner responsibility fee.
  • There is an online fee calculator available on the California DMV website.
  • County fees consist of SAFE, Air Quality, Auto Theft/DUI, Abandoned Vehicle Abatement, Fingerprint ID, and County Transportation Project fees.
  • Permanent fleet registration (PFR) is available for fleet owners. PFR is not available for trailers. A $1.00 service fee is due for each vehicle registered as part of the fleet.

Trailers (PTI)

All trailers except trailer coaches and park trailers are assessed a $20.00 Permanent Trailer Identification (PTI) original/conversion fee. PTI trailers are not subject to annual registration; however, a $10.00 maintenance service fee is due every five years. Fee is $7.00 for replacement identification card, substitute plate, or transfer.

Commercial Motor Vehicles — Weight Fees

Weight fees for trucks 10,000 lbs or less GVW/CGW are based on unladen weight and number of axles. CVRA weight fees apply for trucks 10,001 lbs or more GVW/GCW.

In addition to the CVRA Weight Fees, commercial vehicles with a declared GVW/CGW of 10,001 lbs or more are subject to: Registration, VLF, CVRA CHP ($54), CTIP ($3), and CVRA weight/year sticker ($3). CVRA vehicles are issued CVRA weight decals/year stickers.

Personalized Plates

Fees vary. Duplicates may not be obtained if both plates are lost or stolen. Personalized plates may be transferred to another vehicle.

Plate Transfer

$15.00; $27.00 for moped, OHV, and special equipment; $7.00 for PTI. Renewal fees must be paid on any application presented within 30 days of the registration expiration date.

Duplicate / Replacement

An Application for Replacement Plates, Stickers, Documents (Reg 156) is submitted with a $27.00 fee. Fee is $15.00 for duplicate boat registration or sticker. Fee is $22.00 for replacement cab card.

Reduction of Fees / Refunds

Commercial vehicles may be registered on a partial year registration (PYR) basis for a period of one or more months. For initial PYR registration, the full-year registration fee and vehicle license fee are due plus prorated weight fees. A $27.00 PYR service fee is collected. Refund issued if fees are paid in error or vehicle is taken out of California before the beginning of the registration renewal period. An Application for Refund (ADM 399) must be submitted within three years from date of payment.

General Information

Lease Information

Leased vehicles are titled and registered the same as other vehicles with the lessor designated as LSR and the lessee as LSE. Leased vehicles must be registered in the names of both the lessor and lessee, and the address of either the lessor or the lessee. The lessor is the registered owner and must sign the application; lessee's signature is optional. The lessor must provide the lessee's name and address.

Leasing companies must register with the California Department of Tax and Fee Administration (CDTFA) for a seller's permit to pay sales and use taxes. Leased vehicles (including rental vehicles) are subject to sales/use tax based on the lease payments or rental receipts.

Sales and use tax must be paid on the purchase price or collected on rental receipts for motor vehicles made available for peer-to-peer sharing.

Evidence of insurance is required at time of registration and must be carried in the vehicle. Failure to maintain insurance will result in suspension of vehicle registration and a $14.00 reinstatement fee. If operator is eligible for a restricted license, a $250.00 Financial Responsibility (FR) Penalty Fee applies. Vehicles used in the transportation of passengers for hire, including taxicabs, minimum requirements are $30,000/$60,000/$15,000 or a cash deposit or surety bond for $75,000.

Smog / Emission Inspection

Required at time of registration/renewal and upon transfer in designated counties including Alameda, Contra Costa, Fresno, Kern, Los Angeles, Orange, Sacramento, San Bernardino, San Diego, San Francisco, San Joaquin, Santa Clara, and many others.

Exempt: Gasoline-powered vehicles 1975 and older; gasoline-powered vehicles less than eight model years old; diesel vehicles 1997 and older; diesel vehicles with a GVWR of more than 14,000 lbs.; electric vehicles/motorcycles; and hybrid and alternative fuel vehicles.

A $20.00 smog abatement fee may be paid in lieu of a smog inspection for the first eight years a vehicle is registered. There is a smog transfer fee of $8.00. New vehicles acquired from another state must be certified to meet California smog laws to be registered in California.

Motor Vehicle Safety Inspection

Required on vehicles used for drivers training.

Records

Filed by name, license plate number, and VIN. Records kept for current plus three prior years. A Request for Record Information (INF 70) must be submitted with a fee of $2.00 for electronic requests, $5.00 for manual requests, $5.00 per year for automated history, $20.00 per year for nonautomated history or photocopy.
