Property tax on motor vehicles is assessed separately by the local municipality. Federal Heavy Vehicle Use Tax (HVUT) applies to vehicles 55,000 lbs and over.

Title & Proof of Ownership

All vehicles 20 years old and newer and vessels 2017 and newer must be titled. Mobile manufactured homes are titled as real property.

Exempt from Titling

Trailers with a GVWR not over 3,000 lbs., motorcycles 50 cc or less, snowmobiles, ATVs, government-owned vehicles, vehicles moved solely by animal power, implements of husbandry, special mobile equipment, self-propelled wheelchairs or invalid tricycles, documented vessels, non-motorized vessels less than 19½ feet in length, vessels solely propelled by paddle or oar, and lifeboats.

Application for Title

Application for Title-Registration and Title Application (H-13B) or an Application for Vessel Registration and Certificate of Number Decal (B-148) may be mailed to Wethersfield headquarters or made by appointment at a DMV Office.

Foreign Vehicles

Foreign ownership documents plus an Entry Summary (CBP 7501) and EPA and DOT letters of compliance. Military personnel must submit a Military Registration and Certificate of Title of Motor Vehicle (DD 430).

Surrender of Proof of Ownership: Required. Titles are not returned to issuing state; however, Connecticut provides data to and inquiries NMVTIS.

Odometer Disclosure Statement

Required upon transfer of ownership. Trailers and other vehicles without odometer devices are exempt.

VIN Inspection

Vehicles with out-of-state titles are inspected at VIN Verification Test Centers. Fee $10.00. DMV Designated Branch Offices must inspect salvage/rebuilt/reconstructed vehicles, abandoned vehicles, commercial vehicles over 18,000 lbs. GVWR, composite/modified antique/street rods, vehicles with VIN problems, taxi/livery/service bus, grey market vehicles. Commercial Vehicle Safety Division inspects wreckers, fifth-wheel campers, camp trailers, or commercial trailers over 18,000 lbs. GVWR. An Affidavit of Possession (R-379) is required when a vehicle requires an assigned/reassigned VIN. Fee $50.00 for assigned VIN. An Out-of-State VIN Verification Form (AE-81) may be completed by an out-of-state law enforcement agency for vehicles not located in Connecticut.

Special Titles

Undisclosed Lien Title

When a vehicle was last registered in a state that does not title that model year vehicle or where the title is not the exclusive means of recording a lien, title will be issued with the legend: "This Vehicle May be Subject to Undisclosed Lien."

Bonded Title

When there is insufficient evidence of ownership, the DMV may require the applicant to file a surety bond equal to twice the value of the vehicle. The surety bond remains in effect for five years. A Surety Bond – Certificate of Title (H-113) must be submitted. Title is issued with the legend: "Bonded."

Salvage Vehicle

A vehicle determined a total loss due to damage or theft by an insurer. The insurer must stamp the Connecticut title "Salvage" and attach a copy of the appraiser's damage report. If the vehicle has 10 or more major component parts damaged beyond repair, title must be stamped "Salvage Parts Only." Vehicles branded Salvage Parts Only, Salvage Unrebuildable, Salvage Unrepairable, or Junk may not be retitled or registered.

Rebuilt Vehicle

Once a salvage vehicle has been rebuilt, it must pass a Salvage Inspection prior to being re-titled and registered. The owner must complete the DMV Inspection Report (B-269) and have form validated with payment of an $88.00 salvage inspection fee. A Salvaged Vehicle Repair Report (K-186), photographs, an Air Bag Certification Statement (B-303), insurance adjuster's report, and receipts for major component parts must be presented. Title is branded "Rebuilt Salvage" (or "Rebuilt" for titles issued prior to 2016).

Stolen Vehicle

The owner must report the theft to local or state police. A Stolen Vehicle Report (H-108) must be filed prior to settlement of an insurance claim. If recovered with no damage to a major component part or damage not exceeding 15% of retail value (or $1,000), the title is not required to be stamped if proof of such damage is attached.

Junked Vehicle

Totaled or salvaged motor vehicles or major component parts may not be sold to anyone not licensed as a dealer, repairer, or recycler.

Abandoned Vehicle

Any person who abandons a motor vehicle shall be fined. If the vehicle has been stored for not less than 451 days (15 days if value does not exceed $1,500), a notice of intent to sell must be sent to the owner and lienholder by certified mail. A Notice of Intent to Sell (H-100) must be submitted to the DMV with a $10.00 fee. An Abandoned Motor Vehicle Sale Notification (H-110) is used by the purchaser to apply for title.

Abandoned Vessel

The "Party with Standing" submits a Notice of Abandoned Vessel (DEEP-BOAT-APP-001) with a $20.00 fee to the Department of Energy and Environmental Protection (DEEP) Boating Division. If the vessel is not removed within 45 days, ownership is awarded to the Party with Standing. Contact 860.447.4354.

Legends are indicated on the face of the title above the name of the owner. Most brands from out of state are carried forward onto Connecticut titles.

Replacement / Corrected Title

An Application for Replacement Certificate of Title (H-6B) is submitted when the original title has been lost, stolen, mutilated, or destroyed. Fee $25.00. Identification required. Duplicate may also be applied for online. Corrected titles require a completed H-13B with the Connecticut title and current odometer reading. Fees vary ($35.00–$65.00). Dealer title corrections after title issuance are processed differently ($45.00–$65.00).

Lien Law

Lienholder information is entered on the Registration and Title Application (H-13B). Title and lien fees apply. To add a lienholder to an existing Connecticut title, an Add/Release Security Interest transaction is processed and a current odometer reading is required. The fee to add a lienholder is $45.00. A security interest is perfected as of the date it attached if delivery is completed within 20 days; otherwise, it is perfected as of the date of delivery.

Lien Expiration

If a lien is more than 10 years old and the owner is unable to obtain a lien release, a Motor Vehicle Ownership Affidavit (H-115) or a Vessel Ownership Affidavit (B-203) may be submitted in lieu of a release.

Responsible Party for Filing

Dealers are responsible for filing the lien on dealer sales. The owner is responsible for filing the lien on private party sales.

Assignment of Lien

A lienholder may assign his security interest to another person, but the lienholder remains liable until the assignee is shown on the title. The assignee may have the title endorsed or issued in their name upon submission of the title and an assignment by the lienholder of record. Fee $10.00 per lien.

Priority of Liens

A lien given by statute or rule of law for materials or services takes priority over a perfected security interest unless the lien is statutory and the statute expressly provides otherwise.

Release of Lien

The lienholder must release their lien on the title or on a separate release within 10 days after demand and, in any event, within 30 days, and deliver the title and release to the next lienholder, or, if none, to the owner. The owner may submit the title and release to the DMV, who will release the lienholder's rights on the title or issue a new title.

A lienholder who does not comply with the law and cannot be located by the debtor shall be deemed to have released the security interest if evidence satisfactory to the DMV is filed concerning the disappearance of the lienholder.

UCC Filings

Liens on vehicles exempt from titling and mobile manufactured homes are filed through the Connecticut Secretary of State, Business Services Division, 165 Capitol Avenue, Suite 1000, Hartford, CT 06106 or PO Box 150470, Hartford, CT 06115-0470, 860.509.6002, Fax 860.509.6057, [email protected]. Online filing available. Expedited requests must be emailed to [email protected] with "Expedited" in the subject. Expedited requests will be filled by 4:00 pm the following business day.

Lien Records & ELT

Lien records are on file at the main office of the DMV. Title on which a lien is shown is mailed to the first lienholder. Connecticut does not have an Electronic Lien & Title Program.

Transfer of Title

Transfer is accomplished by assignment of title. Dealers who transmit applications electronically must submit hardcopy applications and supporting documents to the DMV within 10 business days.

Add/Remove Party

To add a party, the current owner must sign off as seller and both names must be listed as buyer with the proper conjunction. Both parties must sign the application. To remove a party, the change of name must be shown on the back of the title, signed by both owners. Sales tax is due unless transfer is made between immediate family members. If title is held by a lienholder, lienholder must approve addition/removal of party.

Damage Disclosure

Dealers must inform the purchaser if the vehicle is a salvage vehicle.

Joint Ownership ("or")

Names joined by "or" — characterized by the right of survivorship. Only one signature is required to transfer ownership.

Common Ownership ("and")

Names joined by "and" — both signatures are required to transfer ownership.

Transfer Upon Death

In the case of joint ownership, if one owner dies, the surviving owner acquires the interest of the deceased owner. In the case of common ownership, the executor/administrator transfers the deceased owner's interest. A copy of the probate document must be attached to the title. If the estate falls within certain monetary limits, the court may authorize transfer by issuing a Transfer of Personal Property without Probate Proceedings (PC-264 or PC-264S).

If a vehicle is transferred by Will or under the laws of intestacy, no sales tax is due. A notarized statement from the executor/administrator or a copy of the Will must be attached to the application.

Transfer on Death (TOD)

A beneficiary may be designated upon completion of a Beneficiary Designation for a Motor Vehicle attached to the vehicle registration. Owner must be an individual with no co-owner. The beneficiary will assume ownership upon death of the owner. No later than 60 days after the death of the owner, the beneficiary must submit the Beneficiary Designation, a death certificate, proof of identity, the current title, and properly completed application with appropriate fees.

Notarization

Not required for title transfer in Connecticut.

Power of Attorney

A Special Power of Attorney (A-83) may be used. A Connecticut Secure Power of Attorney for Vehicle Mileage Disclosure and Certification (H-117) is utilized when the title is in possession of a lienholder and is used only as a disclosure of mileage. When registration is processed to a business, a Power of Attorney is required unless the person is an officer of the company.

Limited Assignment Space

When applying for a Connecticut title on a title that has no further assignment space available, the applicant must submit a Supplemental Assignment of Ownership and/or Bill of Sale (Q-1). This applies to individuals as well as dealers.

Repossession

Upon default in the terms of a security agreement, the secured party may take possession of the vehicle without judicial process, if it proceeds without a breach of the peace. If lienholder is shown on title, a notarized Affidavit of Repossession (H-30), the title, and a Supplemental Assignment of Ownership and/or Bill of Sale (Q-1) are required to transfer vehicle. If lien is not shown on Connecticut title, a copy of lien instrument is required.

Title in Lienholder's Name

Security interest holders that require a title to be issued in their name after repossession may submit the title, lien release, repossession paperwork, a Registration and Title Application (H-13B), and a $35.00 fee.

Registration

All motor vehicles and trailers used upon the highways must be registered. Motorized boats and boats 19½ feet or longer, ATVs, and snowmobiles must be registered. Aircraft, road rollers, baggage trucks, agricultural vehicles, farm implements, vehicles operating upon rails or tracks, vehicles moved solely by animal power, mopeds less than 50cc with pedals, tow dollies, and manufactured homes are exempt.

Application for Registration

Made to any DMV Office or participating dealer. New residents must register their vehicles in Connecticut within 60 days of establishing residency. Registration Certificate must be carried in the vehicle. Participating dealers may issue registration and plates immediately from dealer inventory through the On-Line Dealer Registration System.

Renewal

Reminders are sent to registered owners and lessees. Renewal may be made online or by mail. There is a $10.00 penalty fee for late registration if renewal is not made within five days of expiration; $150.00 per vehicle for IRP vehicles.

Nonresidents

Nonresident vehicles and ATVs properly registered in home state may be operated in Connecticut for the same period allowed by the state or country of residence to residents of Connecticut. Nonresident vessels properly registered in home state may be used on Connecticut waters for up to 60 days without registering. Boaters with out-of-state registration who boat on Connecticut inland waters must pay an AIS fee.

Planned Non-Operation

Insurance is required until registration/license plates have been cancelled (may be done online). Plates may be turned into any DMV to be placed on "hold" if planning to re-register vehicle in the future. A property tax declaration form must be filed annually between October 1 and November 1.

Plates

Two plates issued; one plate for motorcycles and trailers. Plates remain with owner and may be transferred to replacement vehicle. Plates may be transferred to immediate family.

Military Registration

License and registration fees are waived for resident active-duty military personnel and for two years following discharge. An Application for Waiver of Registration Fee (B-276) must be submitted. Late fees may be waived if renewed within 60 days of discharge (DD214 required). Former POWs are entitled to two free registration plates per year. Nonresident military may purchase at a reduced sales tax rate of 4.5% upon submission of a Reduced Sales and Use Tax Rate (CERT-135).

Dealer Plates

Used for demonstration and delivery. A bona fide full-time employee may use plates for personal use. Fee is $145.00; $79.00 motorcycle dealer plates; $100.00 for marine dealer plates for trailers. Out-of-State Dealer Plates: Reciprocal. Manufacturer Plates: May be used in experimental testing. Out-of-State Manufacturer Plates: Reciprocal.

Vessels & Vessel Trailers

Standard Rate (6.35%)

Based on the purchase price of the vehicle. For passenger vehicles and light duty trucks purchased from private parties, tax is based on the average trade-in value or bill of sale value, whichever is higher. Credit allowed for trade-in if vehicle is purchased from a licensed dealer. There is a fee of $100.00 for each transaction in which a dealer processed a used motor vehicle traded in by the purchaser.

Luxury Rate (7.75%)

Tax rate is 7.75% for vehicles with a sales price of more than $50,000, except vehicles purchased by nonresident active-duty military personnel or their spouses, motor vehicles over 12,500 lbs., or motor vehicles 12,500 lbs. or less that are used commercially to transport merchandise, freight, or passengers.

Out-of-State Credit

Credit is allowed for taxes paid to another state, with supporting documentation. For insufficient documentation, a Claim for Refund of Motor Vehicle Tax (CERT-106) may be completed.

Exemptions

  • Nonresidents are exempt if vehicles are immediately removed from Connecticut
  • New residents are exempt if vehicle was registered in the same name in another state for at least 30 days prior to establishing Connecticut residency
  • Transfers or sales between immediate family members
  • Corporate organization, reorganization, or liquidation (Q-20)
  • Vehicles/vessels received as a gift (AU-463)
  • Ambulances, driver training vehicles, farm vehicles used directly in agricultural production
  • Vehicles involved in interstate commerce exclusively
  • Commercial trucks, truck tractors, tractors, and semitrailers with GVWR in excess of 26,000 lbs. or being operated exclusively for interstate commerce (CERT-105)

Property Tax

Motor vehicles are subject to local property tax whether or not the vehicle is registered. Motor vehicle assessments are based upon 70% average retail value as determined by local assessor. The uniform assessment date is October 1. If property tax on a motor vehicle remains unpaid, registration will not be issued for such motor vehicle for the next registration period nor any other motor vehicle, snowmobile, ATV, or vessel in the name of the owner. Mobile manufactured homes are assessed property taxes at the rate for real property.

Federal Heavy Vehicle Use Tax (HVUT)

A copy of IRS Form 2290 must be provided to register vehicles 55,000 lbs. and over.

  • Federal Clean Air Act Fee: $15.00 (triennial); $10.00 (biennial); $5.00 (annual). Does not apply to non-self-propelled, electric-powered, or exempt vehicles.
  • Passport to the Parks Fee: $8.00/year on passenger vehicles, motorcycles, motor homes, combination, or antique vehicles.
  • Emissions Exemption Fee: $40.00 for vehicles four years old or newer.
  • Safety Plate Fee: $5.00 when plates are issued; $7.00 for classic plates.
  • Greenhouse Gas (GHG) Fee: $10.00 for new vehicles with MCO; $5.00 for renewals/new registrations (no MCO); $2.50 for 1-year renewals. Does not apply to special mobile equipment, motorcycles, trailers, snowmobiles, ATVs, golf carts, and commercial vehicles.
  • Seniors 65 years old and older may renew for one year.

Truck fees are based on declared weight. Combination SUV, truck, van (1 year) fees are based on declared weight. Commercial passenger car, SUV, truck, truck tractor, van, bus, motor home (1 year) fees are based on declared weight. Commercial trailer (1 year) fees are based on declared weight. Plus $7.50 per foot over 15 feet. Fee is 50% if 15–24 years old with a wood hull; 25% of fee if 25 years old or older with a wood hull. A $5.00 Aquatic Invasive Species (AIS) Stamp fee is required upon registration and renewal. Boats with out-of-state registrations must also pay AIS fee if used on Connecticut inland waters. Vanity Plates

A Special Order Plate Application (M-22) must be submitted along with a vanity plate fee based on the background and type of plate.

Plate Transfer

$21.00 transfer fee plus registration is extended for one or two years from date of transaction. Fee is $1.00 to transfer equity on a boat registration.

Duplicate / Replacement

Lost/stolen plates: Marker Plate Notice (E-159) + Registration Affidavit (B-301). Fee $25.00; or $5.00 with police report. Replacement plates may be ordered online. Duplicate registration: $20.00 or reprint online.

Reduction of Fees & Refunds

Motor vehicle fees of annual registrations reduced to half the annual fee when a registration is to expire in six months or less. Livery, livery bus, and taxi registrations are prorated October 1–February 29. School and service bus registrations are prorated March 1–July 31. Refunds are issued in cases of official error or when an Application for One Year or Two Year Refund on Registration (F-82) is submitted when at least one full year remains. Credit for the fee paid on a previous vehicle/vessel that has been sold, traded, destroyed, or stolen may be applied toward a replacement vehicle/vessel.

General Information

Lease Information

Leased vehicles are subject to the same requirements as privately-owned vehicles. Any person, firm, or corporation that engages in the business of leasing or renting motor vehicles in Connecticut must be licensed, must have a Connecticut State Sales Tax Number, and must have a Connecticut Special Financial Responsibility Insurance Certificate (R1325D). An Application and License for Motor Vehicle Leasing Companies (K-7) must be completed.

The leasing company is shown as the applicant on the H-13B. Title is issued in the name of the lessor. Registration is issued in the name of the lessor, except for public service motor vehicles where registration may be granted to a lessee. If registrant is leased on to a motor carrier, a current lease agreement is required.

Sales tax is collected on rental receipts, not purchase price. Taxes are based on mileage for daily rentals. A $1.00 per day tourism account surcharge is imposed on every motor vehicle leased for 30 consecutive days or less. The lessor must file Tourism Surcharge Return (OP-337) with the Commissioner of Revenue Services.

A rental surcharge of 2.75% is imposed on machinery rented for less than 365 days or under an open-ended contract. Property tax on leased vehicles is paid by the lessor.

Higher minimums apply for buses, taxis, and vehicles in livery service ($50,000/$100,000 to $300,000+ depending on passenger capacity). Commercial motor vehicles: $750,000 for freight 10,001 lbs.+ non-hazardous; $1,000,000 for hazardous; $1,500,000 for 8+ passengers; $5,000,000 for 16+ passengers. Insurance must be maintained at all times when there is an active registration. Failure to maintain insurance can result in fines and suspension.

Emission Inspection

Required at initial registration and at time of renewal. New vehicles up to four model years, composite vehicles, electric vehicles, motorcycles, mopeds, vehicles 25 years old and older, nonhighway vehicles, farm vehicles, diesel-powered Type II school buses, and vehicles with a GVWR over 10,000 lbs. are exempt. All diesel-powered commercial motor vehicles 26,001 lbs. or more must pass a diesel opacity test. Failure to meet the deadline results in a $20.00 late fee.

Motor Vehicle Safety Inspection

Filed by VIN, name, plate number, and license number. Copies of applications for title are available for ten years. Registration records are retained for three years. A Copy Records Request (J-23) must be submitted with a fee of $20.00; Vessel Copy Records Request (J-23B) is used for boats. A Title Copy Records Request (J-23T) and a $20.00 fee are required for title search. Add $20.00 for certified copy.
