Title & Proof of Ownership
Title is required on all vehicles, campers, travel trailers, motorcycles, and vessels, unless exempt. Outboard motors over 25 hp are included on vessel titles. Vehicles with a model year of 1963–1985 may be titled at owner's option; vehicles 1962 and older can be issued a Conditional Title at owner's option.
Exempt from Titling
U.S. government vehicles (unless registered in Georgia), agricultural/horticultural/livestock raising equipment, aircraft, ATVs/ORVs, boat trailers, cranes, driver education vehicles, fifth wheel trailers, homemade trailers, implements of husbandry, invalid tricycles, motorcycles/motor-driven cycles 50cc or less, personal transportation vehicles, pole trailers, self-propelled wheelchairs, special mobile equipment, trailers/tow dollies with unladen gross weight of 2,000 lbs. or less (exclusion does not apply to travel trailers or campers), vehicles moved solely by human or animal power, vehicles not manufactured for highway use, USCG-documented vessels, and vessels exempt from numbering requirements.
Manufactured / Mobile Homes
Manufactured/mobile homes, 1963 and newer, must be titled. A separate title is issued for each unit if there is more than one title/MCO or if the VIN for each unit is listed separately. To be declared real property and have title cancelled, a Mobile/Manufactured Home Certificate of Permanent Location (T-234) must be certified by the Clerk of Superior Court and submitted with the title and an $18.00 filing fee.
Application for Title
Motor Vehicle Title Application (MV-1) is submitted to the Tag Office in county of residence. Fee $18.00. Make checks payable to the entity that processes the title, i.e. the County Tag Office. A title application may be started online. Georgia dealers must submit applications electronically through the Electronic Title and Registration (ETR) system, subject to exceptions. All title applications submitted by a selling dealer in paper form must be accompanied by a Title Ad Valorem Tax Return (MV-7D).
Allow five business days from county approval to receive title. Expedited title processing is available for non-TAVT vehicles for an additional $10.00 fee. Title status lookup available online.

Electronic Signatures
Signatures created through the use of an electronic signature pad or an electronic signature service are allowed. Digital signatures are allowed as long as appropriate security measures are implemented. Remote notarizations are accepted from notary publics physically located in Georgia.

Non-Title Issuing Jurisdiction
Valid registration certificate and original signed bills of sale showing chain of ownership from the registered owner to the current owner.
Government Surplus Vehicles
Original U.S. Government Certificate to Obtain Title to a Vehicle (SF97-1).
Foreign Vehicles
Foreign ownership documents plus proof of compliance with FMVSS standards and an Entry Summary (CBP 7501). If the Entry Summary does not reflect the VIN stating the vehicle was manufactured for sale in the U.S., an original and copy of NHTSA HS-7 and EPA 3520-1 are required. Military personnel may submit CBP DD 1252 or DD 1854 in lieu of an Entry Summary. Foreign Document Affidavit (T-207A), English Translation (T-207E), or Translation of Foreign Registration Certificate (T-207T) may be required.
Surrender of Proof of Ownership: Required. Titles are surrendered to issuing states. Georgia provides data to and inquiries NMVTIS prior to issuing titles.
Insufficient Evidence of Ownership (Bonded Title)
In the absence of required ownership documents, a resident vehicle owner may apply for a bonded title. Vehicle must be 1986 or newer model year and cannot be abandoned. A Motor Vehicle Certificate of Title Bond (MV-46), an Affidavit Supporting Certificate of Title Bond Application (MV-46A), a Certificate of Inspection (T-22B), an NMVTIS or equivalent report, a certified title history if title is from another jurisdiction, any available ownership papers, and applicable fees must be submitted. Title must be applied for within six months of bond issue date. Bond must be equal to two times the average retail value of the vehicle, but not less than $5,000. Bond is effective for four years.
Odometer Disclosure
Required at time of sale or transfer. Vehicles with a model year of 2010 or older, trailers and other vehicles without odometer devices, and trucks over 16,000 lbs. GVWR are exempt.
VIN/HIN Inspection
Required on vehicles not previously registered in Georgia, government surplus vehicles, motorcycles/scooters, bonded vehicles, newly purchased vehicles exempt from titling. Also required for correction or replacement of a VIN, after bankruptcy or court action, or after repossession when there is no Georgia title record. A Certificate of Inspection (T-22B) must be completed by a law enforcement officer.
Special Titles & Title Brands
Conditional Title
Issued for 1962 or earlier model year motor vehicles. Title includes a disclaimer that not all liens or other encumbrances affecting the motor vehicle may be reflected. Title fee applies. Vehicles receiving a conditional title which were sold by dealers are exempt from sales tax.
Salvage Vehicle
A vehicle damaged to the extent restoration would require replacement of two or more component parts, or that an insurer has paid a total loss claim. Any person who purchases or acquires a salvage motor vehicle must submit a Motor Vehicle Salvage Title Application (MV-1SW) through the ETR Program within 30 days. Title will be branded "Salvage."
Rebuilt Vehicle
Purchasers of salvage or wrecked vehicles for restoration must be licensed rebuilders. When restored, vehicle must pass inspection by a state inspector or approved private inspector before title and registration may be issued. $100.00 inspection fee plus $18.00 title fee. Title issued with the legend "Rebuilt."
Junk Vehicle
A vehicle demolished, scrapped, or used for parts cannot be repaired or legally driven. Salvage dealers must report title cancellation and NMVTIS information to the DOR electronically via Auto Data Direct (ADD) within 48 hours. Titles and license plates must be securely destroyed.
Stolen Vehicle
An owner or lienholder must report the theft to the DOR. Registration will be suspended until recovery is reported. An insurer may apply for title to any stolen vehicle currently titled in Georgia within 15 days of claim settlement.
Abandoned Vehicle
Towing/storage firms, repair facilities, and authorized salvage dealers may obtain liens on abandoned vehicles after notification to all owners and lienholders. Vehicle must be sold at public sale. Purchaser must submit a certified copy of the court order, bill of sale, title (if available), Certificate of Inspection (T-22B), plus title and registration fees.
Title Brands
Brands/legends are printed on the face of the Georgia title.
Replacement & Corrected Titles
When an original title has been lost or stolen, a Motor Vehicle Title Application (MV-1) may be submitted with an $8.00 title fee. There is an additional $10.00 special handling fee for Expedited Title Processing through DMV headquarters. If title was lost in the mail, a replacement may be issued at no charge if an Affidavit (T-216) is attached within 60 days. A replacement title cannot be issued in a deceased person's name.
Title Only
Issued for vehicles not used on the roads and highways.
Lien Law
Lien information is entered on the Motor Vehicle Title Application (MV-1). A Notice of Security Interest (T-53D) may be submitted with an $18.00 filing fee if transfer documents are not available. Lien is perfected as of the date of its creation if filed within 30 days; otherwise, lien is perfected as of the date of receipt.
Lien Expiration
A lien release is not required if the lien has been recorded on the Georgia title for 10 years from the title issue date. This does not apply to mobile/manufactured homes, cranes, or vehicles weighing over 10,000 lbs. GVW. Four years for vehicles 12 model years old or older.
Assignment of Lien
A lienholder may assign their lien without affecting validity, but without notice of the assignment, the lienholder remains liable. An MV-1 must be submitted with the title, a copy of the contract between recorded and new lienholder, and the title fee.
Responsible Party
Dealers are responsible for filing liens on vehicles. Owners and lienholders are responsible for filing liens on casual sales.
Mechanic's Lien
A mechanic may have a lien on a vehicle for work done and/or materials furnished and is superior to all liens except tax liens. A Motor Vehicle Certificate of Title Lien Notice (T-53A) must be sent to the titleholder and owner by certified mail. Any proceeding to foreclose must be instituted within one year.
Release of Lien
Liens must be released within 10 days of satisfaction. Lienholders may electronically release the title and a new title is sent to the next lienholder, or if none, to the owner without payment of any fee. For a paper title, lienholder completes the Release of Lien section on the title and delivers it to the next recorded lienholder, or if none, to the owner. If the title is not available, a Notice of Satisfaction of Security Interest or Lienholder's Affidavit (T-4) or an out-of-state lien release form may be used.
UCC Filings
If a vehicle is exempt from titling, a lien or security interest must be filed with the Superior Court Clerk in county of residence. Superior Court Clerks may mandate UCC eFiling online.
Electronic Lien & Title (ELT)
Lienholders that annually create liens on five or more Georgia titles or create a lien in coordination with a Georgia motor vehicle dealer are required to utilize the ELT program. Lien information is exchanged electronically between the DOR and the financial institution via service providers. Paper titles are not generated until requested by the lienholder. ELT lienholder may be searched online.
Transfer of Title
Transfer is accomplished by assignment of title. All recorded liens and/or security interests must be released. Vehicle title must be applied for within 30 days of purchase to avoid a $10.00 title penalty. There is a $10.00 penalty for alterations of the purchase date on a title/MCO assignment. New residents must title vehicles within 30 days of establishing residency. Vessel owners must report the sale or transfer to the DNR within 15 days.
Add/Remove a Party
Same procedures as any other transfer, including the title fee. If owner added or removed is listed as the second owner, plates remain the same. If the new owner is listed first or the owner being removed is listed first, new plates and registration are required and taxes may be due. No taxes are due when removing an owner if the first owner remains the same; TAVT is due when adding an owner.
Joint Ownership
No conjunction is used on the title; owners names are shown one above the other. All signatures are required to transfer the vehicle/vessel. To title with Joint Tenants with Rights of Survivorship, the County Tag Office must be notified to ensure the legend is added to the title.
Notarization
Not required for title transfer in Georgia.
Damage Disclosure
None required in Georgia.
Deceased Owner
The title issued in the deceased's name or properly assigned to the deceased with all liens released must be submitted with a title application, a Notice of Satisfaction (T-4), an inheritance document, and title fees. If the vehicle is jointly owned, the license plate may be transferred to the surviving owner. If a title is issued with JTWROS, the surviving owner may complete the assignment and attach a copy of the death certificate.
Transfer on Death (TOD)
Georgia does not allow beneficiaries to be added to a title.
Power of Attorney
A general or Limited Power of Attorney (T-8 or T-8W) may be used when the vehicle is exempt from odometer disclosure; otherwise, a Secure Power of Attorney (T-8S) is required. One attorney-in-fact may be appointed on a POA.
Limited Assignment Space
If all assignment spaces on a title have been completed, a licensed dealer may use a Secure Dealer Reassignment Form to transfer ownership. Anyone other than a licensed dealer must obtain title in their name prior to transferring vehicle.
Repossession
After default in the terms of a security agreement, a secured party may take possession of the vehicle without judicial process, if it proceeds without a breach of the peace. An Affidavit of Repossession (T-16) must be submitted with the current title, a title application, the title fee, and any other applicable fees and taxes. If the repossessor is not recorded on the title, a copy of the contract is required. Any additional lienholders must be notified.
Key Points
- The lienholder is not required to obtain a "Repo Title" in their name prior to transfer and may assign the title to a new owner
- If the vehicle is titled in another state and neither the repossessor nor purchaser are a Georgia resident, a Georgia title will not be issued
- For out-of-state titles in the name of a Georgia resident in which a retail sale has taken place, a notarized affidavit of repossession from that state is acceptable
- For vessels, a Default of Security Interest/Transfer Statement must be submitted with a copy of the contract, a registration application, and payment of transfer or other applicable registration fees
Registration
All motor vehicles, motorcycles, and trailers used on the streets and highways and all motorized vessels and sailboats over 12 feet in length must be registered. Mopeds, snowmobiles, ATVs, ORVs, port cargo transporters, manufactured homes, tractors or 3-wheeled motorcycles used only for agricultural purposes, electric personal transportation vehicles, golf carts, and certain watercraft are exempt.
Application for Registration
Made to the County Tag Office in the county of residence. Proof of residency is required if vehicle is exempt from titling. Vehicles purchased from a non-dealer must be registered within seven business days from date of purchase. New residents must register their vehicles within 30 days of establishing residency. Registration must be carried in the vehicle.
Nonresidents
Motor vehicles properly registered in home state may be operated in Georgia for 90 days without registering in Georgia, with reciprocity; 30 days if employed in or engaged in any trade, profession, or occupation in Georgia or enters children in public school. Vessels properly registered in another state or country must register in Georgia after 60 consecutive days of use.
Expiration
Non-IRP vehicles weighing over 26,000 lbs. and trucks transporting forest products expire February 15. Vessels expire three years from the last day of birth month or December 31 if business-owned. Non-staggered county vehicles expire April 30. Staggered counties expire on the primary owner's birth date or based on business name. Registration schedule varies by county — see the Georgia DOR website for the full schedule.
Late Penalty
A penalty of 10% of the ad valorem tax due with a $5.00 minimum, plus 25% of the license plate fees are due if owner fails to renew registration prior to expiration. Vessel registrations allowed to lapse will incur a $10.00 late fee at renewal.

Plates
One rear plate issued. Plate remains with owner and may be transferred to a replacement vehicle.
Military Registration
Active duty nonresident military personnel and their dependents stationed in Georgia are exempt from ad valorem tax upon submission of an Affidavit (PT-471). Qualified disabled veterans, former POWs, Purple Heart recipients, and Medal of Honor recipients are exempt from TAVT. All Special Veterans license plates are free for one vehicle.
Planned Non-Operation
Non-operational vehicles are not required to be registered; however, annual ad valorem tax is due. To avoid penalties, vehicle registration must be cancelled prior to removing insurance coverage. Registration may be cancelled online or upon submission of an Application for Voluntary Registration Cancellation (MV-18J).

TAVT Overview
7.0% of the retail selling price or fair market value, whichever is greater, assessed at the time a vehicle is titled in lieu of sales/use tax and annual ad valorem tax. New residents pay 3.0%. Family members may pay a reduced rate of 0.5% upon submission of an Affidavit to Certify Immediate Family Relationship (MV-16). Salvage vehicles and titled vehicles model year 1963–1985 are subject to 1.0%. Vehicles 1962 and older issued a Conditional Title are subject to TAVT based on $100.00 vehicle value. Credit is allowed for trade-in.
TAVT Penalties
Dealers have 30 days from date of purchase to remit TAVT payment to avoid a 5.0% penalty plus an additional 5.0% for each month late. On casual sales, the TAVT payment must be remitted within 30 days to avoid a penalty of 10% of the TAVT owed plus an additional 1.0% per month. Any Georgia resident who owns at least 50% of a passive entity will be assessed double the penalty for failure to timely register.
Exempt from TAVT
Non-titled vehicles and trailers, and titled vehicles registered under IRP are exempt. Nonresidents are exempt upon completion of a Certificate of Exemption for Nonresident Purchase (ST-8). An Affidavit for TAVT Exemption for Certain Business Transactions (MV-66A) must be submitted when applying for a business transfer exemption.
Sales / Use Tax
4.0% state rate plus local taxes applies to the retail sale of trailers, pull-behind campers, mobile/manufactured homes, IRP vehicles, vehicles not subject to TAVT, vessels, and aircraft. Tax is based on purchase price, less trade-in allowance, or the fair market value. Tax is due at the rate of the jurisdiction where the buyer takes delivery. Casual sales are exempt. State sales/use tax paid to another state may be credited towards Georgia's state sales/use tax.
Annual Ad Valorem Tax
Assessed on most vehicles not taxed under TAVT or alternative ad valorem tax, such as non-titled vehicles, most vehicles purchased prior to March 1, 2013, trailers, IRP vehicles, and campers. Tax is based on the current fair market value and the tax district in which the owner resides. Payment is a prerequisite to registration and is due annually, whether vehicle is operational or not. The penalty for late payment is 10% of the tax due.

Heavy Vehicle Use Tax
Owners of all vehicles with a declared weight of 55,000 lbs. or more must submit a copy of IRS Form 2290 as proof of Heavy Vehicle Use Tax payment.

- •Alternative Fuel Vehicle (AFV) fee: $234.97 annually for noncommercial vehicles operating solely on electricity or plug-in hybrid; $352.56 for commercial; $109.95 for low-speed. Beginning July 1, 2026: $238.59 / $357.98 / $111.64.
- •Highway User Impact fee: $50.00 for vehicles 15,500–26,000 lbs.; $100.00 for vehicles 26,001 lbs. or more (IRP exempt).
- •New passenger vehicles may be registered for two years; thereafter, vehicle is subject to annual registration.
- •Personalized plates: $35.00 manufacturing fee, $35.00 annual special tag fee, and $1.00 mailing fee.

Duplicate & Replacement
An Application for Replacement License Plate and/or Decal (MV-7) must be submitted with an $8.00 fee for plates and/or decals. Fee is $1.00 for replacement registration.
Refunds
Refunds are only authorized for the reasons listed on the Refund Request (T-126). Must be requested within one year of payment. Refunds of $10.00 or less will not be made. DOR cannot refund taxes or tag agent fees.
Plate Transfer
$5.00 to transfer plate to another vehicle of the same class. No fee for transfer of free plate. Vessel registrations cannot be transferred.

Lease Information
Same forms, procedures, and fees apply to leased vehicles as privately-owned vehicles. Title issued in lessor's name and address. Registration is issued showing the leasing company as owner and the lessee's name and address. If lessee is signing title application, a copy of the lease agreement authorizing the lessee to sign or a POA is required.
Leased vehicles (term lasting more than 31 consecutive days) are subject to TAVT upon application for title. A State and Local Title Ad Valorem Tax (MV-7L) showing the calculation of TAVT for a leased vehicle must be submitted with application for title and lease agreement. Monthly lease payments are exempt from sales/use tax. Leased vehicles are also exempt from annual ad valorem tax.
Rental vehicles (term lasting 31 consecutive days or less) are subject to sales and use tax based on the county where the motor vehicle is registered and computed on the gross rental charge.

Proof of insurance is required prior to registration and must be carried in the vehicle. Non-motorized vehicles are exempt. If there is a lapse in coverage, a $25.00 lapse fee will be assessed. Insurance status may be checked online.
Emission Inspection
Required annually on gasoline-powered cars and light trucks 8,500 lbs. GVWR or less registered in Cherokee, Clayton, Cobb, Coweta, Dekalb, Douglas, Fayette, Forsyth, Fulton, Gwinnett, Henry, Paulding, and Rockdale counties. The three most recent model year vehicles, vehicles 25 years old or older, vehicles operated exclusively on diesel or other alternative fuel, motorcycles, recreational vehicles, and motor homes are exempt.
Motor Vehicle Safety Inspection

Filed by name, VIN, title number, and license plate number. Title records maintained five years. Registration records kept three years. A Request for Vehicle Information (MV-20) must be submitted with a fee of $1.00 for tag/title/lien or search by name; $5.00 for title history or letter of verification; $14.00 for salvage letter/certification or certified transcript.
