Title & Proof of Ownership
Most motor vehicles, motorcycles, trailers, snowmobiles, off-highway motorbikes, UTVs, ATVs, slide-in truck campers, and park model recreational vehicles must be titled. Slide-in truck campers purchased before January 2009, UTVs acquired before July 2006, neighborhood electric vehicles acquired before July 2005, and snowmobiles, motorbikes, and ATVs acquired before 1991 are titled at owner's option. Mopeds; construction equipment (except truck-mounted cranes); farm equipment; utility trailers with an unladen weight of less than 2,000 lbs.; tow dollies; implements of husbandry; and snowmobiles, motorbikes, ATVs, and UTVs less than 50cc are exempt.
Vessels
Vessels with a permanently attached mode of propulsion, such as a motor or sail, and vessels over 12 feet in length regardless of the mode of propulsion are titled, unless exempt. Vessels must be titled regardless of model year if there is a lien, unless exempt. Vessels with a model year 1999 and older are titled at owner's option. Outboard motorboats 12 feet in length or less, drift boats, canoes, kayaks, inflatable vessels, rafts, barges, nonmotorized paddle vessels, sailboards, tenders, seaplanes, documented vessels, and vessels owned by the U.S., a foreign state, or political subdivision are exempt.
Mobile & Manufactured Homes
Mobile and manufactured homes are titled unless declared real property — one title issued regardless of the number of units. To declare a home as real property, a Statement of Intent to Declare a Manufacture Home as Real Property (EFO00312) must be submitted. The title, MSO, or MCO will be canceled.
Application for Title
Application for Title — Application for Certificate of Title (ITD 3337) is made to any County Assessor Motor Vehicle Office. Fee $14.00. Make checks payable to the Idaho County Assessor. Administrative fees apply in certain counties. Allow 1–2 weeks for delivery. Rush processing is available for an additional $26.00. Applicants must provide a verifiable physical and mailing address and acceptable proof of identity showing full legal name and an Idaho driver license, ID number, or SSN (EIN for businesses, trusts, and other entities).

Electronic Signatures
A document signed electronically and printed must be verified to be a true and correct copy of the electronic document. This may be accomplished with either a wet signature accompanied by a verification statement on the printed copy or a signature certificate generated by the e-signature system provider. Original MCOs and titles require a wet signature.
One and the Same Documents
A One and the Same Statement (ITD 3125) may be used when the name printed on documents differs from the corresponding signature.
Proof of Ownership
New Vehicles
Manufacturer's Certificate of Origin or Manufacturer's Statement of Origin.
Used Vehicles
Certificate of Title. A bill of sale* is required if selling price is not shown on the title.
Non-Title Issuing Jurisdiction
Registration Certificate, bill of sale*, and a lien search or an Indemnifying Affidavit (ITD 3410) from the applicant declaring lien status.
Government Surplus Vehicles
U.S. Government Certificate to Obtain Title to a Vehicle (SF97-1).
Foreign Vehicles
Foreign proof of ownership plus an Indemnifying Affidavit (ITD 3410) stating that all liens on the vehicle are listed on the application, an Entry Summary (CBP 7501), a Federal Motor Vehicle Safety, Bumper and Theft Prevention Standards Declaration (NHTSA HS-7), an odometer conversion statement if converted from kilometers to miles, and evidence the vehicle meets FMVSS (DOT bond release letter, letter from manufacturer, or an Indemnifying Affidavit signed by the registered importer certifying compliance). A Statement of Facts from a motor vehicle investigator is required, unless waived, in which case a VIN inspection is required. A certified English translation is required for documents written in a foreign language.
Note: * A Bill of Sale may be used. Surrender of Proof of Ownership is required. Idaho reports to NMVTIS daily.
Odometer Disclosure Statement
Required upon transfer of a vehicle. Only disclosure statements incorporated within secure title certificates or on secure reassignment forms are accepted. Vehicles with a model year of 2010 or older, trailers and other vehicles without odometer devices, and trucks over 16,000 lbs. GVWR are exempt.
VIN/HIN Inspection
A Vehicle Identification Number Inspection Certification (ITD 3403) or a Hull Identification Number Inspection (ITD 3402) is required for vehicles/vessels not currently titled in Idaho or when no Idaho title is being presented with the application for title. Inspection must be completed by law enforcement, a DMV employee, a military police officer, an Idaho-licensed dealer, or any special agent as stipulated in a formal agreement with the ITD. Fee $5.00 for inspection; $18.00 for an assigned or replacement VIN/HIN.
Special Titles
Bonded Title
When an applicant is unable to satisfy requirements to obtain a title for a vehicle less than 10 years old, bonding is required. A Vehicle Appraisal and Vehicle Identification Number Inspection (ITD 3404) from a licensed Idaho dealer is required. An Indemnifying Affidavit (ITD 3410) must be completed explaining the reasons for the absence of a valid title or certificate of ownership. The bond must be 1½ times the value of the vehicle and must remain in effect for three years. Bonded titles carry the brand "Bonded Title" with an expiration date. If no claims are made against the bond, the title may be submitted for a regular title when the expiration date has been reached. Title fee applies.
Conditional Title
Issued for vehicles 10 or more years old, when the applicant cannot clearly prove ownership. A title search must be conducted in Idaho or any other state where the vehicle may have last been titled. A Conditional Title Statement of Facts (ITD 3405) must be submitted with the title application, a summary of the attempts to contact prior owners, any documents verifying ownership, a VIN inspection, a motor vehicle record printout from the state the vehicle was last registered and titled, proof of mailings to owners, and applicable fees. Title is issued with the brand "Issued on Statement of Applicant, Brand Exp: MM/DD/YY". The brand expires three years from date the Conditional Title is issued. If no actions or claims have been made contesting ownership, the title may be surrendered for a clear title. Title fee applies.
Salvage Vehicle
A vehicle damaged to the extent that the cost of parts and labor minus the salvage value makes it uneconomical to repair or for which an insurer has made a total loss settlement. The insurance company or salvage pool must apply for a salvage certificate of title prior to resale of the vehicle. A Salvage Certificate Application (ITD 3312) must be submitted with the properly released ownership document and the title fee within 30 days of receipt of the ownership document. If the insurer or salvage pool is unable to obtain the properly released title within 30 days of the settlement, a sworn statement that two written attempts to obtain the title were sent to the owner, a copy of each written attempt, and a lien release are required in lieu of the title. A Salvage Vehicle Affidavit (ITD 3372) must be sent to the DMV within 30 days and a copy sent to the owner if the owner retains ownership of the vehicle.
Rebuilt Salvage Vehicle
A vehicle previously declared salvage may not be registered until the vehicle has been restored to operating condition. A Salvage Vehicle Statement (ITD 3311) must be attached to the salvage certificate and submitted with the title fee to apply for a title branded "Rebuilt Salvage".
Junk Vehicle
A vehicle that is dismantled, destroyed, or changed in a manner that it is not the vehicle described on the title. Vehicles coming to Idaho from out of state with an indication of parts only, destroyed, dismantled, or irreparable are considered junk. Title must be surrendered to the Titles Unit with a letter stating the vehicle is junk. Title is issued with the brand "For Junk Only". Registration will be canceled. Vehicle may only be used for parts and may not be reregistered or titled.
Abandoned Vehicle
The last registered owner of record is responsible for the abandonment of a vehicle and liable for the costs incurred in the removal, storage, and disposition of the vehicle. Tow company must report the tow in the Abandoned Vehicle Portal within one business day of the tow. Upon payment of a record request fee, title and insurance information will be provided and the vehicle's owners and lienholders of record will be notified. If the vehicle is not claimed within 30 days from the first notice, tow company may apply for a title or junk certificate. Contact [email protected] for questions.
Stolen Vehicle
Whenever a motor vehicle, trailer, or semitrailer is stolen, a stolen vehicle report must be made and the owner may request the DMV to cancel the registration of the vehicle. When an insurance company acquires a vehicle in settlement of a theft claim, a salvage title must be applied for and the title surrendered. If the vehicle is recovered and is not damaged to the extent that it is considered salvage, a title with the brand "Theft Recovery" will be issued upon submission of an Indemnifying Affidavit (ITD 3410), the salvage certificate, and an application for title.
Duplicate & Amended Title
A notarized Duplicate Idaho Title Application (ITD 3367) must be submitted when the original title has been mutilated, lost, or is illegible. Title fee $14.00 plus County Admin fee, if applicable. Add $26.00 for rush title service. A duplicate with transfer of ownership may be issued if the vehicle is exempt from odometer requirements upon submission of a notarized Duplicate Idaho Title Application with Ownership Transfer (ITD 3369). Purchaser must be an Idaho resident. A notarized Affidavit of Lost Title and Application for Title (ITD 3371) may be used when the title has been lost or damaged and an owner or lien is being added, removed, or changed. A corrected title is issued if there is an error on title. The title, a Statement of Correction or Erasure (ITD 3395), and a $14.00 fee must be submitted. No fee if Departmental error.
Title Only
Issued.
Title Brands
Appear in the "Other Pertinent Data" section of the title, below the vehicle description and to the right of owner information. Brands from out of state are carried onto Idaho titles.
Lien Law
Lien information is entered in the new lienholder section of the title and the lienholder section of the Application for Certificate of Title (ITD 3337). Lien is perfected as of the date of filing. There is not a dedicated field for recording second lienholders on Idaho titles. A second lienholder may be listed in or near the new lienholder section, together with the first lienholder. Title is issued showing only the second lienholder's name, city, and state.
Transitional Ownership Document (TOD)
If the primary ownership document is not available, a Transitional Ownership Document (TOD) (ITD 3901) may be filed with a copy of the title application and a $26.00 non-refundable fee within 30 days of sale or contract signature date to perfect a lien on a vehicle/vessel. The primary ownership document must then be submitted within 90 days of the sale or contract signature date to preserve TODs lien perfection date.
Lien Expiration
Liens do not expire. Liens are valid until evidence of satisfaction is submitted.
Responsible Party for Filing Lien
The dealer is responsible for filing a lien on a vehicle purchased through the dealership. For private party sales, the lienholder is responsible for filing the title application to perfect their lien. Any lien must be listed on the application for title.
Assignment of Lien
The current lienholder enters "lien assigned" along with signature on the lien release line of the title. The new lienholder should be entered in the "New Lienholder" section of the title.
Possessory or Mechanic's Lien
When a possessory lienholder with a dated work order is not paid within 10 days after the amount becomes due, they may proceed to conduct a sale to satisfy the lien and costs of the sale. Fee is $10.00. Prior to any sale, the possessory lienholder must give 10 days notice of the sale by advertisement in a newspaper. The legal owner and ITD must be given notice 20 days prior to sale. Lien sale packets are available by contacting the ITD at 208.334.8663.
Release of Lien
The lienholder notes the cancellation or discharge of the lien in the space provided on the title and delivers it to the owner. A Release and Satisfaction of Interest (ITD 3777) may be used in lieu of a release on the title. The lienholder must also send notice of the lien cancellation to the DMV within 30 days. Dealers must release liens on trade-in vehicles within 10 business days unless the owner on the title agrees in writing to do so. To obtain a clear title, the title with the lien released must be submitted to the DMV with the title fee.
UCC Filings
Liens on non-titled vehicles are filed through the Secretary of State, UCC Division, 450 North 4th Street, PO Box 83720, Boise, ID 83720-0080, 208.334.3191. Filings may be made online.
Electronic Lien & Title (ELT) Program
Financial institutions may participate by contracting with an ELT service provider and ITD. The lienholder receives an electronic transmission and maintains the record on a database. When an electronic lienholder has a lien and the owner refinances with another electronic lienholder, the lien change transaction occurs electronically and the title fee is not charged. When the lien has been satisfied, the lienholder transmits a lien release to the DMV for issuance of a paper title. Transfer of Title
Transfer is accomplished by proper endorsement of title. Transfer must be submitted to any County Assessor within 30 days of delivery to avoid a $20.00 penalty. Within five days of the sale, the seller/transferor must submit a Notice of Release of Liability (ITD 3858) or bottom section of title to a Motor Vehicle Office with a $3.50 fee. Release may also be made online. New residents must title their vehicles within 30 days of establishing residency.
Add/Remove a Party from a Title
When adding a party to a title, owner must present the title to the County Assessor with the added name and a signature authorizing the addition. Title fee and updated registration fee applies. When removing a party from a title, title must be assigned as per joint ownership rules. Title fee applies.
Damage Disclosure Statements
The owner of a salvage vehicle must disclose to the buyer that the vehicle is a salvage vehicle to avoid a fine and up to six months in jail. A Vehicle Brand Disclosure Form (ITD 5580) is used to acknowledge a vehicle has a branded title.
Joint Ownership
If names are joined by the conjunction "or", one signature is required for transfer. If names are joined by "and", both signatures required for transfer.
Notarization of Title
Not required.
Transfer From a Deceased Owner
When the decedent dies intestate, an Affidavit of Inheritance (ITD 3414) may be used by a survivor or heir of the decedent if there was no property left necessitating probate and there are no remaining creditors. If there are other heirs with prior rights, the claiming heir must obtain releases from them.
If the net value of the estate is less than $100,000, more than 30 days have elapsed since the death of the decedent, and no application or petition for the appointment of a personal representative or for summary administration is pending or has been granted, a Small Estate Affidavit (ITD 3413) may be submitted with the application for title. Otherwise, probate documents are required. The personal representative, executor, or administrator may then assign title to the recipient.
Transfer on Death (TOD)
There is no procedure for adding a beneficiary to a title.
Power of Attorney (POA)
A Limited Power of Attorney (ITD 3368) may be used to appoint an agent to act on behalf of the owner. A Secure Power of Attorney must be used if odometer disclosure is required.
Limited Assignment Space
When surrendering a title with no further assignment space available, a dealer may use a secure dealer reassignment form to extend to three more assignments. Individuals without a dealer's license must obtain title in their name prior to transferring vehicle.
Repossession
Upon default in the terms of a security agreement, the secured party may take possession of the vehicle without judicial process, if it proceeds without a breach of the peace. An Affidavit of Repossession (ITD 3366) must be completed by the lienholder shown on the title. Title fee applies. The lienholder may transfer the vehicle to a new purchaser by completing the purchaser section of the affidavit.
Registration
Most motor vehicles and trailers used on the highways must be registered. ATVs, OHVs, specialty OHVs, motorized vessels, sailboats, snowmobiles, and aircraft are registered when operated in Idaho. Farm tractors, implements of husbandry, construction equipment, and road machinery are generally exempt. Wheel-mounted equipment, golf carts, self-propelled wheelchairs, invalid tricycles, wheelchair conveyance units, off-highway motorbikes, manually propelled vessels, sailboards, and documented vessels are exempt.
Application for Registration
Made to any County Assessor Motor Vehicle Office or agent of the Idaho Transportation Department. Registration must be carried in the vehicle. New residents must title and register their vehicles within 30 days of moving to Idaho. Off-highway motorbikes, ATVs, OHVs, specialty OHVs, motorized vessels, sailboats, and snowmobiles are registered through the Idaho Department of Parks & Recreation or County Assessor. For aircraft, an Idaho Aircraft Registration Application must be submitted to the Division of Aeronautics. Idaho's Commercial Registration System (CRS) allows for the processing of all commercial vehicle registration types.
Nonresidents
Nonresident vehicles properly registered in home state may be used in Idaho for up to 90 days in any consecutive 12 months without obtaining Idaho registration. Nonresident specialty OHVs, motorbikes, ATVs, UTVs, and snowmobiles must have a valid Idaho certificate of number (registration) to operate off-highway on a designated trail, open riding area, or motocross track in Idaho. All motorized and nonmotorized boats operating in Idaho must display an Invasive Species Fund (ISF) sticker. Nonresident vessels properly registered in another state may use Idaho waters for up to 60 consecutive days without registering in Idaho. Nonresident aircraft may be operated in Idaho for up to 90 days per year without obtaining Idaho registration.
Registration Only
Titling is a prerequisite to registration. When a title applicant does not have sufficient proof of ownership, a conditional registration may be issued for one year (up to two years if purchased from a licensed Idaho vehicle dealer) and is not renewable. Vehicles with altered VINs, vehicles confirmed as stolen, salvage vehicles that have not been retitled as rebuilt, wheel mounted equipment, commercial vehicles over 26,000 lbs., and noncommercial or farm vehicles over 60,000 lbs. are not eligible.
Expiration
Planned Non-Operation
Vehicles that will not be operated on the roadways do not require registration; however, they are subject to personal property tax. Plates do not need to be surrendered. Vehicle owners may elect to pay registration on non-operational vehicles in lieu of property tax.
Plates
Two plates issued for most motor vehicles; one plate for motorcycles, utility vehicles, OHVs, and trailers. Plates remain with owner and may be transferred to a replacement vehicle; however, black and white restricted-use vehicle plates remain with the vehicle.
Military Registration
Idaho residents may continue to register their vehicles in Idaho regardless of the location of their active-duty station. Active duty military personnel and their spouses are exempt from use tax on personally-owned vehicles, vessels, or aircraft if acquired prior to receipt of orders to transfer to Idaho or three months prior to moving to Idaho. No fee is charged for registration of one motor vehicle owned by a disabled veteran with a 100% service-connected disability or loss of use of one or both feet, one or both hands, or loss of sight in both eyes receiving compensation from the VA. Congressional Medal of Honor recipients are entitled to free license plates for multiple vehicles; however, registration fees are required.

6.0% of the purchase price. Local option taxes may also apply. Trade-in allowed for licensed dealers only. Credit is allowed for sales/use taxes paid in another state. New residents may claim an exemption from use tax on personally owned vehicles, vessels, trailers, campers, RVs, or aircraft brought into Idaho if the property was owned for at least 90 days prior to moving to Idaho. If new resident comes from a state that does not impose a sales tax, a Use Tax Exemption Certificate (ST-102) must be completed.
Exemptions
- ●Nonresidents purchasing a vehicle, vessel, or aircraft for use outside Idaho may qualify for an exemption upon submission of a Sales Tax Exemption Certificate (ST-104NR)
- ●Motor vehicle sales between immediate family members and sales to enrolled members of an Indian tribe delivered within the boundaries of an Indian reservation are exempt upon submission of a Sales Tax Exemption Certificate (ST-133)
- ●Family exemption does not apply if the seller did not pay tax when the vehicle was acquired
- ●A Use Tax Exemption Certificate (ST-133GT) must be completed to claim an exemption on a vehicle received as a gift

Manufactured Homes
New manufactured homes sold at retail for the first time are subject to sales tax on 55% of the purchase price. Purchase price includes all component parts and set up and transportation fees charged by dealer. Used manufactured homes are exempt from sales tax. Credit is not allowed for trade-in.
Off-Highway Vehicles & Vessels
When registering a vessel or off-highway vehicle for the first time, the owner must complete an Off-Highway Vehicle or Vessel Registration Sales Tax Affidavit (ST-109) unless registering with a County Assessor acting as an authorized agent of the DPR.
Personal Property Tax
Required on vehicles that are not registered. Manufactured homes not declared as real property are subject to personal property tax. Class II property that is agricultural machinery and equipment and exclusively used in agricultural are exempt from tax.
Heavy Vehicle Use Tax
Proof of filing for the current tax period must accompany the application for registration of vehicles 55,000 lbs. or more combined gross weight.

Important Notes
- •In addition to registration fees, a $1.25 EMS fee, a $3.00 Project Choice fee, a County Administrative fee, a County Highway District Registration fee, and postage fees may apply.
- •Add $140.00 per year for electric vehicles; $75.00 per year for plug-in hybrid vehicles.
- •Double fees for biennial registration.
- •There is a $3.75 per plate fee when plates are issued, plus mailing fees. Plates must be replaced every ten years.
- •Ada County charges a Local Vehicle Registration Fee: $40.00 for 1-2 years old, $36.00 for 3-7 years old, $24.00 for more than seven years old; $16.00 for school buses; $8.00 for motorcycles.
- •Beginning July 1, 2026, validation stickers will no longer be issued.

Lease Information
Same forms, procedures, and fees apply to leased vehicles as privately-owned vehicles. Lessor is entered in Owner #1 area of the title application, lessee is entered in Owner #2 section. Lessor's name is shown on the title as "LSR" with lessor's address. The lessee may also be shown on the title with designation "LSE". Lessor and lessee names are designated the same on the registration with lessee's address.
Rental vehicles may purchase vehicles tax exempt when the vehicle is held for rental. The lease or rental of a vehicle is subject to sales and use tax. A true lease and a lease with option to purchase are subject to sales tax on each lease payment and on the buy-out or residual value when lessee exercises option to buy. A lease-purchase is subject to sales/use tax on the full purchase price and collected on the date the property is delivered.

Insurance is compulsory. Idaho verifies insurance coverage electronically. Proof of insurance must be carried in the vehicle. Failure to maintain proper insurance may result in vehicle registration suspension and reinstatement fees.
Motor Vehicle Safety / Emissions Inspection
Not required in Idaho.
Records
Filed by name, VIN, title number, registration number, and license plate number. Registration records kept seven years. Title support documents are microfilmed and kept for a minimum of 20 years. An Idaho Motor Vehicle Record Request (ITD 3374) must be submitted with a fee of $7.00 per title or registration record or $14.00 for current title record or previous title record with supporting documents. Fee is $14.00 to certify a copy of a title or registration record. There is an online Motor Vehicle Title and Registration Records Search.
