Title & Proof of Ownership
Most motor vehicles, motorcycles, motorized bicycles, recreational vehicles, and trailers must be titled. Trailers with a gross operating weight of 2,000 lbs. or less are titled at owner's option. ATVs, worksite utility vehicles, micro utility trucks, oil rigs, and mixer-feeder trucks used in feedlots are titled as nonhighway. Vessels, snowmobiles, golf carts, farm tractors, farm trailers hauling 6,000 lbs. or less, road machinery temporarily operated or moved upon the highways, concrete-pumper trucks, and self-propelled cranes and earth moving equipment equipped with pneumatic tires moved to a job location or to/from storage or repair are exempt.
Manufactured Homes
Manufactured homes are titled unless considered real property — one title issued regardless of the number of units. When a manufactured home is permanently affixed to real estate, a notarized Manufactured/Mobile Home Title Elimination Application (TR-63) may be submitted to the Division and then to the County Register of Deeds. Fee $10.00.
Application for Title
A Title and Registration Application (TR-212) or a Manufactured or Mobile Home Title and Registration (TR-212b) may be submitted to the local County Treasurer in county where vehicle is garaged. Fee $10.00. Make checks payable to Kansas Department of Revenue or directly to the County Treasurer.
All title applications are held for 35 days from date of purchase to allow for any Notices of Security Interest (NSI) to be filed. Paper titles are not issued on vehicles with a lien. Allow up to 40 days to receive title.

One and the Same Documents
An Affidavit of Fact (TR-12) may be used to verify that different names or variations of a name refer to the same individual.
Proof of Ownership
New Vehicles
Manufacturer's Statement of Origin. If purchased out of state, a copy of the sales contract is required.
Used Vehicles
Certificate of Title and bill of sale. Bill of sale not required for vehicle transfers if purchase price is entered on the title; however, a bill of sale or statement of fact is required for vessel transfers.
Non-Title Issuing Jurisdiction
Current valid registration and bill of sale.

U.S. Government Certificate to Obtain Title to a Vehicle (SF97-1).
Foreign Vehicles
Foreign ownership documents plus EPA and DOT letters of compliance. A Federal Motor Vehicle Safety, Bumper and Theft Prevention Standards Declaration (NHTSA HS-7), a CBP Declaration for Personal Property Shipments (DD 1252), a Private Vehicle Shipping Document for Automobile (DD 788), and an Entry Summary (CBP 7501) are accepted.
Kansas Dealer Purchases
If purchased from a Kansas dealer, a Statement of Kansas State and Local Retail Sales Tax Paid (ST-8) or a bill of sale showing sales tax paid is required.
Surrender of Proof of Ownership: Required. Titles are returned to issuing state. Kansas provides data to and inquiries NMVTIS prior to issuing titles.
Insufficient Evidence of Ownership
An Ownership Affidavit (TR-90) may be used when a mobile home, ATV, micro utility truck, trailer 2,000 lbs. or less, boat trailer, or worksite utility vehicle has never been previously titled or registered in any state. Also used to certify ownership of an antique vehicle, antique motorcycle, or motor.
If the seller does not provide a properly assigned title and cannot be contacted or located, a court order must be obtained authorizing issuance of title.
Title Held by Out-of-State Lienholder
If title is held by a lienholder or if vehicle is leased, the lienholder or leasing company must fax the front and back of the title to the County Treasurer or the motor vehicle inspection station. A Title Held by Out-of-State Lien Holder (TR-100) may be sent to the lienholder or leasing company requesting surrender of the title. A new Kansas title will be issued and mailed to the lessor if there is no lienholder. If there is a lien on the vehicle, title will be held electronically. If title is held electronically in another state, the current valid registration receipt is used as proof of ownership. If the lienholder or leasing company refuses to surrender the title, registration cannot be renewed and vehicle may not be operated.
Odometer Disclosure
Required upon transfer of ownership. Vehicles with a model year of 2010 or older, trailers and other vehicles without odometer devices, and trucks over 16,000 lbs. GVWR are exempt. All vehicles, regardless of age or weight, must disclose the odometer reading but not mileage status at the time of assignment. An Odometer Disclosure Statement (TR-59) is required if title is nonconforming.
VIN/HIN Inspection
Vehicles or trailers never before titled in Kansas, vehicles purchased out of state on a bill of sale, 1950 and newer antique vehicles purchased in Kansas on a bill of sale, rebuilt salvage vehicles, military surplus vehicles, formerly nonhighway vehicles, and boat trailers 2,001 lbs. or more that have never been titled in Kansas and the current owner used an Ownership Affidavit (TR-90) must obtain a Motor Vehicle Examination (MVE-1) from the Kansas Highway Patrol. Fee $20.00 for VIN inspection; $25.00 for rebuilt salvage inspection. Motorized bicycles and mobile/manufactured homes are exempt.
Special Titles
Non-Negotiable Title
Vehicles required to be registered as part of a fleet based in Kansas must have a Kansas title or a title issued by another jurisdiction. When the vehicle owner must retain the foreign title due to interstate operations, a Kansas Non-Negotiable Title may be applied for upon submission of a Foreign Title Approval for Non-Negotiable Title (TR-52) attached to a copy of the foreign title.
Export Certificate of Title
Issued to manufacturers selling to dealers located in a foreign country. Title may not be used to register the vehicle in the U.S.
Salvage Vehicle
A salvage vehicle is a motor vehicle (other than a late model vehicle) or travel trailer damaged to the extent that substantial repairs would be required; or a late model vehicle damaged to the extent that the total cost of repair is 75% or more of the market value and was not merely exterior cosmetic damage due to wind or hail; or deemed a total loss by an insurer. A salvage title or nonrepairable certificate must be applied for prior to transferring ownership or within 60 days.
Rebuilt Salvage Vehicle
Salvage vehicles that have been repaired or rebuilt must be inspected by the Kansas Highway Patrol and issued a Motor Vehicle Examination Form (MVE-1) with the control number affixed to the left door frame. To apply for a rebuilt salvage title, the salvage title and the MVE-1 must be submitted. Title will be issued with the brand "Rebuilt Salvage." Failure to apply is a misdemeanor.
Nonrepairable Vehicle
A vehicle damaged to the extent that it is incapable of safe operation and has no resale value except as parts or scrap. Ownership may only be transferred once and must be dismantled, disassembled, or recycled and may not be sold as a unit at retail.
Stolen Vehicle
The owner should notify law enforcement. Registration is immediately suspended and vehicle may not be reregistered until the Division has been notified of its recovery. An insurer may apply for a salvage title for a stolen vehicle. When a vessel is stolen, the owner must notify the Kansas Department of Wildlife & Parks within 15 days.
Formerly Nonhighway Vehicle
Before a nonhighway-for-insurance vehicle can be operated upon the streets and highways, it must be inspected by the Kansas Highway Patrol. The Motor Vehicle Examination Form (MVE-1) and proof of insurance must be submitted to the County Treasurer.
Title Only
Issued for antique vehicles, manufactured homes, nonhighway vehicles, vehicles without liability insurance, and to dealers and persons securing ownership by operation of law.
Title Brands
Brands and notations appear on the front of the Kansas title in the "Vehicle Record Notations" or "Vehicle Brands" section. Brands from out of state are carried forward onto Kansas titles. Out-of-state vehicles titled with nonrepairable, junk, destruction, etc. will not be titled in Kansas. Kansas issues a junking certificate on plain paper for non-repairable vehicles.
Lien Law
To perfect a security interest in a vehicle, a Notice of Security Interest (TR-730) must be filed within 30 days of purchase. Fee $2.50. NSI may be filed online through the Kansas E-Lien System. Lien is shown on the electronic vehicle record and registration receipt. If a lien is created after issuance of the original title and there has been no change in ownership, a Title Application (TR-720B) must be submitted with the existing title. Vehicles 26,000 lbs. or less GVWR may only have one lien shown on the title; all other vehicles may not have more than two liens shown on the title. Fee $11.50 to add a lien; $21.50 to replace and add a lien. Security interest is perfected as of the date of mailing or delivery of the notice of security interest.
Refinance
A Refinance Secured Title Application (TR-720R) must be submitted with a copy of the vehicle's current registration receipt, the title (if in physical form), and an $11.50 fee. This may also be done through the Kansas E-Lien System. The lienholder refinancing the vehicle will be listed as the second lienholder on the vehicle record until the release is submitted by the current lienholder. The current lienholder must submit a lien release within 30 days of filing the TR-720R.
Lien Expiration
Liens are valid until evidence of satisfaction is submitted.
Responsible Party
The lienholder is responsible for filing liens in Kansas; however, purchases made from a Kansas dealer may be filed by the dealer.
Mechanic's Lien
A mechanic may have a lien on a vehicle for the reasonable value for materials and services performed if the vehicle remains in the mechanic's possession since the date the repairs were made. Written notice must be sent to the last registered owner and lienholder(s) indicating the vehicle will be sold if charges are not paid within 15 days from the date of mailing. If the mechanic is charging storage fees, when such fee has accumulated for 30 days, notice must be sent by certified mail before the 31st day. A Mechanic's Lien Sale Affidavit (TR-96m) must be provided to the purchaser.
Possessory Lien
When a vehicle is left in the possession of a wrecker or tow service for 30 days or more, vehicle may be sold to recover costs for towing and storage. At the time of providing wrecker or towing service, the driver of the vehicle must be given written notice that a fee will be charged for storage. Prior to sale, a notice of sale must be sent by certified mail to any registered owner and lienholder within 15 days after receipt of verification. An advertisement for sale must be published in a newspaper at least seven days prior to auction. A Possessory Lien Application for Certificate of Compliance (TR-85) must be presented with a $20.00 certification fee per vehicle.
Release of Lien
The lien release may be notarized on the title or on a separate document. A notarized Lien Release (TR-150) may be used. The title and accompanying release must be forwarded to the person satisfying the lien or purchasing the vehicle. To release a lien on an electronic title, the TR-150 must be provided to the person who satisfied the lien, purchased the vehicle, or requested the release, and/or by sending it to the Title & Registration Bureau by fax 785.296.2383 or email [email protected]. Members of the Kansas E-Lien System may release the lien if the NSI was filed electronically.
The lienholder has three business days to release the lien after receipt of payment by cash, intra-bank transfer, or wired funds. A Request for Release of Lien (TR-155) must be attached to the final payment submitted to the lienholder. If the lienholder receives payment in any other way, the lien must be released within 10 business days. If lienholder fails to meet the requirement, a Lienholder Complaint Form (TR-156) may be filed and penalties may be assessed.
UCC Filings
Liens on vehicles that are exempt from titling may be filed through the Kansas Secretary of State, 915 SW Harrison Street, Topeka, KS 66612. Make checks payable to the Kansas Secretary of State. Filing may be made online with a subscription.
Electronic Lien & Title (E-Lien)
Lenders, dealers, and other authorized lienholders exchange essential vehicle, lien, and title information through the Kansas E-Lien System. Contact the Division at 785.296.3621 option 5 or [email protected] to sign up. When a vehicle owner with an e-title moves to another state, a Request and Consent for Kansas Title to be Issued with Lien (TR-42) must be submitted to the Division to have a Kansas title issued directly to the new titling jurisdiction. Paper titles are not issued on vehicles with a lien; records are held electronically. A Title Summary Receipt is sent to the lienholder.
Transfer of Title
Transfer is accomplished by assignment of title. If there are any unreleased liens on the title, lienholder must consent to the transfer on a Lienholder's Consent to Transfer Ownership (TR-128). Transfer must be made within 60 days to avoid a $2.00 late fee. To inform the Division of the sale of a vehicle, a Seller's Notification of Sale (TR-216) may be submitted with a fee of $10.00. Vessel owners must notify the Kansas Department of Wildlife & Parks of vessel transfer within 15 days.
Add/Remove a Party
Only a spouse, parent, or child may be added to a title. All names to appear on the new title must be recorded in the purchaser's name space on the back of the title. Title and registration transfer fees apply. No additional taxes are due if one party remains who has the same registration month. Adding any other names to a title is considered an original title application and all fees and taxes are assessed.
Joint Tenancy
If names are joined by the conjunction "and" or no conjunction, all signatures are required for transfer. If names are joined by "or" or "and/or", only one signature is required for transfer.
Notarization
Not required; however, notarization is required for lien releases made on the title.
Damage Disclosure
It is unlawful for any person to sell or transfer ownership of any nonhighway vehicle or salvage vehicle, unless purchaser is given an assigned Nonhighway or Salvage Title.
Deceased Owner
If vehicle is titled in joint tenancy, the surviving owner may apply for title upon submission of the assigned title and death certificate. A Decedent's Affidavit (TR-83a) may be used to obtain title for one vehicle when there is a Will that has not been probated. When the estate's total value is $75,000 or less and there is no petition for the appointment of a personal representative, a Small Estates Affidavit (TR-83b) may be used.
Transfer on Death (TOD)
No more than two names may be added to a Kansas title as TOD beneficiaries. A Transfer on Death Affidavit (TR-82) is used by the beneficiary upon death of the vehicle owner. A copy of the death certificate must be submitted with the Kansas title showing the TOD beneficiary. If there is a lienholder, a Lienholder Consent to Transfer Ownership (TR-128) or a notarized lien release is required.
Power of Attorney
A Power of Attorney (TR-41) may be used when vehicle is exempt from odometer disclosure. A Secure Power of Attorney is required for a person to sign for both the purchaser and seller on a conforming title or to make odometer disclosure. A Power of Attorney, Purchase Price & Odometer Disclosure for Electronic Title (TR-40) may be used when the Kansas title is held in electronic form. All signatures must be in original ink. All paperwork involving a POA must include a copy of the photo ID from the purchaser. Additionally, the POA must present photo ID at time of processing.
Limited Assignment Space
Kansas dealers may attach one Dealer Reassignment (TR-127) to any title once all available reassignment spaces on the title have been completed. Dealers from other jurisdictions may attach one reassignment form from the state in which they are licensed to a Kansas Certificate of Title. Only licensed dealers may use reassignment spaces on a title. Individuals or businesses that have a title assigned to them by a seller or transferor must title the vehicle in their name prior to transfer.
Repossession
Upon default in the terms of a security agreement, the lienholder may not take possession of the vehicle until 20 days after a notice of the consumer's right to cure is given. If the owner does not cure the default, the lienholder may take possession of the vehicle without judicial process, only if possession can be taken without entry into a dwelling and without the use of force or other breach of the peace. To repossess a vehicle in Kansas, the vehicle must be in the lienholder's possession and the owner of the vehicle must be a Kansas resident or the lienholder must be chartered in Kansas.
Requirements
Lienholder must obtain a Repossession Title prior to transferring vehicle to a new owner. A Title and Registration Application (TR-212), a Repossession Affidavit (TR-84), a certified copy of the security agreement, one payment schedule, verification of title, a $10.00 title fee, and a $3.00 repossession fee must be submitted.
If verification does not show debtor's name as owner or purchaser and the name of the secured party applying for the repossession is not shown as lienholder, a notarized disclaimer/release is required from the last registered owner and any lienholders. Out-of-State Repossession
If vehicle is titled in another state, a Motor Vehicle Examination Certificate (MVE-1) must be obtained. If the vehicle will not be returning to Kansas before being titled in another jurisdiction, VIN inspection is not required to obtain a Kansas repossession title.
Registration
All vehicles used upon the highways and all motorboats and sailboats must be registered, unless exempt. Trailers with an operating weight of 2,000 lbs. or less and farm trailers hauling 6,000 lbs. or less are registered at owner's option. Manufactured homes, travel trailers used as living quarters and not operated on the highways, ATVs, snowmobiles, nonhighway vehicles, farm tractors, implements of husbandry, micro utility trucks, golf carts, work-site utility vehicles, electric-assisted scooters or bicycles, road machinery temporarily operated upon the highways, school buses, municipal fire trucks, oil well machinery or equipment, special mobile equipment, vessels owned by the U.S. or another state, and lifeboats are exempt.
Application for Registration
Made to the local County Treasurer in county of residence. Registration must be carried in the vehicle for all trucks and truck tractors. Registration must be made within 60 days of purchase/transfer to avoid penalty. New residents must title and register their vehicles within 90 days of establishing residency.
Expiration
Passenger vehicles, trucks 12,000 lbs. or less, motorcycles, RVs, and motorized bicycles expire on a monthly staggered basis according to the owner's last name or first letter of business name:

Boat registrations are valid for three years from date of issuance. Dealer plates expire January 31. All other vehicles expire December 31.
Late Registration Penalty
If registration fees are not paid by expiration date, a penalty of $1.00 is assessed for each month or fraction of a month until the fee is paid. Fleet registration fees must be paid by March 1 of each year to avoid a penalty of $2.00 for each vehicle listed on the application, not to exceed $100.00.
Plates
One plate issued. Plate remains with the owner and may be transferred to another vehicle.
Nonresidents
Nonresident vehicles properly registered in home state may be used in Kansas to the extent that reciprocal privileges are granted to Kansas residents. Vehicles located in Kansas for up to 90 days or more must be titled and registered in Kansas. Vessels properly registered in another state may be used in Kansas for up to 60 consecutive days without registering.
Planned Non-Operation
To cancel liability insurance, a Nonhighway Title must be applied for. To operate vehicle again, a Formerly Nonhighway Title must be applied for. Title will always carry brand.
Military Registration
Nonresident members of the military stationed in Kansas may retain valid home state registration or obtain Kansas title and registration. Active-duty military personnel stationed out of state, members immobilized or deployed, full-time members stationed in Kansas, and current members in good standing of the reserve forces may qualify for an exemption from property tax on up to two vehicles. Ex-POWs or surviving spouses are entitled to one license plate without payment of registration fees. Disabled veterans may receive registration and a special plate without charge.

State Sales/Use Tax
6.5% state plus local taxes are collected on the actual selling price of the vehicle. Fair market value may be used if selling price is unknown or not indicative of the fair market value. Tax rates are available online. Certain itemized charges included as part of the selling price, such as finance and interest charges and GAP insurance, are exempt from tax. Credit is allowed for a trade-in motor vehicle or trailer titled in the purchaser's name. Credit is allowed for the sale of a used motor vehicle towards the purchase of a vehicle of greater value within 120 days before/after the sale. Credit is allowed for taxes paid to another state, with exceptions.
Nonresident Exemption
Nonresidents purchasing a motor vehicle, semitrailer, pole trailer, recreational trailer, or aircraft for registration in home state are exempt if the vehicle is removed from Kansas within 10 days of purchase. A Dealer/Purchaser Declaration of Exemption for Vehicles Sold To Nonresidents (ST-8B) must be submitted. Does not apply to trailers, ATVs, OHVs, work-site utility vehicles, dirt bikes, go carts, golf carts, non-highway vehicles, motorized bicycles, and vessels.
New Residents
New residents exempt tax if vehicle was purchased for use outside of Kansas and first actual use (minimum of 6 months) was outside of Kansas.
Exemptions
The sale or transfer of a vehicle or motorcycle between lineal ascendents/descendents is exempt from sales tax upon submission of an Affidavit of Relationship (TR-215). If vehicle was given as a gift and the recipient is not a relative, an Affidavit to a Fact (TR-12) must be completed to be exempt. Farm machinery and equipment, including work-site utility vehicles, used exclusively in farming and ranching are exempt with an Agricultural Exemption Certificate (ST-28F). Isolated or occasional sales (private sales) of aircraft and watercraft are exempt.
Manufactured Homes
New manufactured homes are subject to sales tax on 60% of the total selling price. Credit is not allowed for trade-in. Used manufactured homes are exempt.
Remote Sellers
All remote sellers must register, collect, and remit sales and use tax if they have cumulative gross receipts from sales to customers in Kansas more than $100,000 during the current or preceding calendar year.
Personal Property Tax
Paid annually on passenger vehicles, light trucks, motorcycles, recreational vehicles, trucks 16,000–20,000 lbs., and vessels in county of situs. Vessels propelled by human power alone are exempt. Rebuilt salvage vehicles are reduced by two classes for the initial registration. Minimum tax is $24.00; $12.00 for motorcycles. Commercial vehicles registered in Kansas pay an annual commercial vehicle fee in lieu of property tax. There is a property tax estimator online.
Effective January 1, 2026: ORVs (ATVs, off-road motorcycles, snowmobiles) not operated on the highways, motorized bicycles, trailers with a gross weight of 15,000 lbs. or less used exclusively for personal use, vessels, and vessel motors are exempt from property tax.
Heavy Vehicle Use Tax
Proof of payment is required for any vehicle with a taxable gross weight of 55,000 lbs. or more. A stamped Schedule 1 is required.

Gross weight includes the empty weight of the truck, or combination of the truck or truck tractor and any type trailer or semitrailer, plus the maximum weight of the cargo to be transported.

Vessels
Registered through the Kansas Department of Wildlife & Parks, Boat Registration, 512 SE 25th Avenue, Pratt, KS 67124, 620.672.5911. Fee $42.50 for three years.
Plate Transfer Fee
$1.50 plus county and/or facility service fees; $5.00 for a fleet vehicle replaced by a newly acquired vehicle. If a higher license fee is required, the difference between the fee originally paid and that due for the new vehicle is also required.
Duplicate / Replacement
$1.00 for registration receipt, $0.50 for registration decal, $2.00 for plates plus $0.50 reflector fee. Fee $2.50 for duplicate vessel registration and/or decals.
Refunds
Vehicles that have been sold, junked, repossessed, foreclosed by a mechanic's lien, or transferred by operation of law may have registration fees refunded for the remaining portion of the year if more than $5.00. The County Service Fee and DMV Modernization Project Fee are nonrefundable.

Lease Information
Same forms and procedures apply to leased vehicles as privately-owned vehicles. Title and registration are issued in the name of the lessor. A special mailing order may be requested to have the renewal notices sent to the lessee. Kansas titling is not required for a fleet vehicle subject to a lease if the lessor has an outstanding negotiable title to the vehicle issued by Kansas or another jurisdiction and a current lease agreement is submitted.
Lessors registered with the Kansas Department of Revenue to collect Kansas Retailers' Sales Tax and Vehicle Rental Excise Tax may submit a Vehicle Lease or Rental Exemption Certificate (ST-28VL) to register a vehicle in Kansas exempt from Kansas sales or compensating tax. Only vehicles that become part of the lessor's rental or lease inventory are exempt. Sales tax is collected on each rental or monthly lease payment. Credit is allowed for qualified trade-ins.
In addition to sales tax, a 3.5% Vehicle Rental Excise Tax is imposed on the lease or rental of a motor vehicle 12,000 lbs. GVW or less for a period not exceeding 28 days. The Vehicle Rental Excise Tax is in lieu of personal property tax.

Records
Filed by title number, name, license number, and VIN. Title records are on file as long as the title has not been surrendered as transferred, canceled, or junked. Registration records are kept for three years. A Request for Access to Vehicle Records is submitted with a fee of $15.00 for motor vehicle registration record; $10.00 for certified motor vehicle record; $30.00 for vehicle title history (microfilm review); $40.00 for certified vehicle title (microfilm review); or $1.00 per page for vehicle information for dealers.
