Title & Proof of Ownership
Most vehicles must be titled, unless exempt. Vehicles more than 25 model years old, vehicles owned by the U.S. government, public or non-profit vehicles, trailers and semitrailers with an unladen weight of 3,000 lbs. or less, motorcycles and mopeds less than 300cc, vehicles owned by a resident but registered in another state, certain driver education vehicles, special mobile equipment, special equipment, self-propelled wheelchairs, watercraft, ORVs, and snowmobiles are exempt.
Manufactured & Tiny Homes
Single unit manufactured homes with a model year of 2007 or newer and tiny homes with a model year of 2020 or newer must be titled unless permanently affixed to real property within 30 days of sale; multisectional manufactured homes are exempt. Title may be canceled if home becomes affixed to real property.
Application for Title
Application for Certificate of Title (MVT-2 or MVT-2MH for manufactured homes) may be obtained by contacting the Title Unit in Augusta or by visiting a Branch Office. Make checks payable to Secretary of State. Allow two weeks processing. Expedited issuance (3–5 business days) is available for an additional $10.00.

Proof of Ownership
New Vehicles
Manufacturer's Certificate of Origin and bill of sale/sales agreement. The MSRP sticker or a copy of the sticker is required by the tax collector. The MSRP minus the destination charge must be included on the title application.
Used Vehicles
Certificate of Title and bill of sale.
Non-Title Issuing Jurisdiction
Bill of sale and prior registration certificate.
Government Surplus Vehicles
U.S. Government Certificate to Obtain Title to a Vehicle (SF97-1).
Foreign Vehicles
Foreign ownership documents plus EPA, DOT, and CBP entry documents. A DOT Bond or Bond Release Letter is required when a vehicle is bonded at the time of importation. A U.S. Military Registration document is acceptable for registration purposes, along with a CBP Declaration for Personal Property Shipments (DD 1252) and Private Vehicle Shipping Document for Automobile (DD 788); however, a title will not be issued until a prior stateside title or MCO is submitted.
Note: A Motor Vehicle Bill of Sale may be used. Surrender of proof of ownership is required. Title records are returned to state of issue. Maine fully participates in NMVTIS.
Odometer Statement
Required at time of transfer. An Odometer Information (MVT-32) is required if title or MCO is non-conforming. Vehicles with a model year of 2010 or older, trailers and other vehicles without odometer devices, and trucks over 16,000 lbs. GVWR are exempt.
VIN Inspection
Required on vehicles 25 model years and newer previously registered/titled in another country, homemade trailers, vehicles with a less than 17-digit VIN, or when the VIN is questionable. An Inspection of VIN (MVT-10) may be completed by a BMV agent, law enforcement officer, Maine or New Hampshire licensed dealer, official inspection station, or military provost officer. For an assigned VIN, an Application and Assignment of New Vehicle Identification Number (MVT-6) must be submitted with proof of ownership and $33.00 fee.
Special Titles
Bonded Title
If there is insufficient documentation to meet title requirements, the applicant must submit a Motor Vehicle Title Surety Bond (MVT-18). Bond must be equal to 1½ times the value of the vehicle and must remain for three years.
Distinctive Title
Issued for a vehicle that was last registered in another jurisdiction that does not require lienholders be named on the title. If no notice of security interest is received within four months, the BMV shall issue a clear title. Fee $33.00.
Warranty Title
Issued only to antique automobiles, horseless carriages, antique motorcycles, and classic vehicles to denote that there are no known liens. An Affidavit (MVT-34) must be submitted with two photos of the vehicle. Vehicle must be physically inspected. Fee $40.00.
Salvage Vehicle
A vehicle declared a total loss by an insurer or owner, or transferred to a recycler or salvage dealer. An insurer must submit an Application for Certificate of Salvage with the title and title fee within 30 days of settlement. Certificates of Salvage are purple.
Rebuilt Vehicle
If a salvage vehicle is repaired or rebuilt, the VIN and component parts must be inspected and verified. The repairer must submit an Affidavit (MVT-103) with receipts. Title will be branded Rebuilt Salvage, Rebuilt, or Repaired depending on extent of repair.
Duplicate Title
When a title has been lost, stolen, destroyed, or is illegible, a Request to Reissue (MVT-8) must be mailed to the Title Unit or taken to a Branch Office. Fee $33.00. Allow 5–8 business days. Expedited issuance available for +$10.00. Online replacement fee $46.00.
Title Brands
Brands/legends are printed on the face of the title. Brands from out of state are forwarded onto Maine titles.
Lien Law
A security interest is perfected by delivery of the MCO, existing title, or certificate of salvage with an application for title containing the name and address of the lienholder and the date of the lien, and the title fee. A security interest is perfected as of the date of delivery.
Lien Expiration
Except for liens on manufactured housing, the BMV may assume that a lien with a lien date more than 66 months old has been satisfied. Lienholder will be notified by certified mail and must object in writing within 30 days of receipt of notice, or 45 days of mailing.
Responsible Party for Filing
The dealer is responsible for filing a lien on a vehicle purchased from a dealer. The lienholder is responsible on private party sales.
Assignment of Lien
An Assignment of Lien (MVT-48) must be completed by the current lienholder and delivered with the title to the assignee. The lienholder must provide notice to the BMV within 30 days of assignment. The assignee must deliver an application for title and the title fee, the original title, and the completed MVT-48 to the BMV within 30 days.
Adding a Second Lien
To add an additional lien, an application and title fee must be sent to the possessory lienholder to submit to the BMV with the title. The BMV will record the subordinate lien and reissue the title to the first lienholder.
Release of Lien
The lienholder must execute a release of the security interest on the title within 14 days of satisfaction of lien to avoid penalty. The lienholder must release the title to the subordinate lienholder, if any, or to the owner and notify the BMV that the lien has been satisfied. A Release of Lien (MVT-12) may be used. InforME subscribers may release their liens online.
Dealers must satisfy all outstanding liens on vehicles taken in on trade within 10 days to avoid penalty. Sixty days for manufactured homes.
UCC Filings
Liens on vehicles that are exempt from titling are recorded through the Bureau of Corporations, Elections and Commissions, UCC Section, 6 East Chestnut Street, 5th Floor, Augusta ME 04330 or mailed to 101 State House Station, Augusta, Maine 04333-0101, 207.624.7752, [email protected].
Electronic Lien & Title (ELT) Program
Allows BMV and lenders to exchange lien and title information electronically through third party service providers. Participating lenders receive an electronic title record in lieu of a paper title. After the lien is released electronically, a paper title is mailed to the owner. Lender participation is optional. A lienholder who participates must register with the BMV for a lienholder identification number. InforME subscribers may release their liens online.
Manufactured Homes
If a title has been canceled on a manufactured home and a separate security interest in the manufactured home does not exist, the manufactured home may be secured only as part of the real property through a mortgage.
Transfer of Title
Transfer is accomplished by assignment of title. If an application, certificate of title, or other required document is not delivered to the BMV within 30 days, a $50.00 penalty applies. In addition, dealers are subject to a traffic infraction. It is a Class E crime if not delivered within 90 days. Seller must notify the Department of Inland Fisheries and Wildlife of the transfer of ownership of a boat within 10 days of transfer.
Add/Remove a Party
Same procedures are followed as any other transfer; however, sales tax is generally not collected. To change the registration, a Request for Name Addition/Deletion on a Registration (MV-138) must be submitted. New plates are generally not required.
Damage Disclosure
The seller of a used motor vehicle must affix a conspicuous written statement identifying all mechanical defects known to the seller and the type of damage (fire, water, or substantial collision damage exceeding $3,000). The buyer must sign and date the disclosure statement and the seller must retain a copy.
Joint Ownership
When an application for title is filed by two or more persons, common ownership will be assumed unless the "joint ownership" box is checked. Names are shown by the conjunction "and" or by no conjunction at all. All signatures are required to transfer the vehicle. Older titles with names joined by "or" require all signatures to transfer or encumber the vehicle.
Notarization
Not required for title transfer in Maine.
Transfer Upon Death
When a joint owner dies, the surviving owner(s) retains complete ownership of the vehicle. In the case of common ownership, the surviving common owner and the deceased's estate own equal shares. Upon the death of a sole owner, ownership passes to the surviving spouse unless the Will provides otherwise. Registration and title are transferred to the surviving spouse at no fee and transaction is exempt from purchase and use tax.
An Affidavit of Surviving Spouse or Personal Representative (MVT-22) may be submitted. A Consent of Lienholder (MVT-27) is required if there is a lien on the title. Transfer must be accomplished on the reverse side of the title or on a Transfer and Reassignment of Ownership (MVT-16).
Transfer on Death (TOD)
There is no procedure to add a beneficiary to a Maine title.
Power of Attorney
A limited or generic Power of Attorney may be used to authorize an agent to complete BMV transactions on behalf of the owner.
Limited Assignment Space
When there is no additional assignment space available, dealers may use a Transfer and Reassignment of Ownership (MVT-16). A transferee other than a licensed dealer must obtain title in their name prior to transferring to another person.
Repossession
After a consumer has been in default for 10 days for failure to make a required payment and has not voluntarily surrendered possession of the vehicle, a creditor may provide the consumer a written notice of the consumer's right to cure the default by certified mail, return receipt requested. A second default within the following 12 months does not require a right to cure notice. The creditor may not take possession of the vehicle until 14 days after notice is given.
Requirements
- •The creditor may take possession of the vehicle without judicial process only if possession can be taken without entry into a dwelling (unless entry is authorized after default) and without the use of force or other breach of the peace.
- •Lienholder need not apply for a new title, but may transfer to another person. The lien must be released on the title and assigned to the purchaser.
- •A notarized Affidavit of Repossession (MVT-5) must be attached to the title and given to the purchaser.
Out-of-State Repossessors
Above information also applies to out-of-state repossessors. Registration with Maine Bureau of Consumer Credit Protection is required for out-of-state repossessors and lienholders.
Registration
All vehicles, trailers, and special mobile equipment used on the highways and off-road vehicles, snowmobiles, and motorboats must be registered. New residents must title and register their vehicles within 30 days of establishing residency. Registration must be carried in the vehicle.
Exempt from Registration
Slide-in truck campers, motorized scooters, certain farm tractors/trailers, certain log skidders/tractors, tow dollies, USCG-documented watercraft, watercraft owned by the U.S. government, lifeboats, and racing boats are exempt.
Application for Registration
Made to any Branch Office or participating local municipality. Municipalities may impose an additional service charge. An Affidavit for Antique Auto, Antique Motorcycle, Custom Vehicle, Horseless Carriage, Street Rod (MV-65) must be completed when first registering a vehicle of that type.
A Maine Recreational Vehicle Registration Application must be submitted in person to the Department of Inland Fisheries and Wildlife for off-road vehicles, snowmobiles, and motorboats. ATVs and snowmobiles may be registered at any willing MOSES Agency. Boats must be registered in the town the registrant resides.

A fine of up to $50.00 may be assessed if vehicle registration has been expired for more than 30 days; $100.00 if expired for 150 days or more. Fines increase for each subsequent offense.

Plates
Two plates issued; one plate for truck tractors, trailers, semitrailers, motorcycles, manufacturers, dealers, or transporters. When registration is suspended, revoked, cancelled, or has expired and owner has no intention to renew or transfer within six months, plates must be surrendered to the BMV.
Military Registration
Resident military personnel permanently stationed outside Maine or deployed for more than 180 days are exempt annual excise tax upon submission of a certification from the commander. Veterans with a service-connected disability, 100% disabled veterans, Medal of Honor recipients, former POWs, Pearl Harbor survivors, Purple Heart recipients, and Gold Star families are issued registration and special plates at no fee.
Nonresidents
Nonresidents with vehicles properly registered in home state are exempt from registration in Maine. Motorboats with valid registration from another state used on the waters of Maine for more than 60 consecutive days must be registered in Maine. All motorized watercraft used on inland waters must display a lake and river protection (Milfoil) sticker. Nonresidents must register their ATVs and snowmobiles in Maine prior to use in Maine.

Sales/Use Tax
5.5% based on the purchase price of vehicle/watercraft. Credit is allowed for trade-in of a like item. Credit is allowed for taxes paid to another state. Maine dealers must collect sales tax on all vehicles sold in Maine, unless purchaser is exempt. New residents are exempt sales tax with proof of out-of-state registration.
Rental Vehicles
The sales tax rate on short-term rentals of automobiles, pickup trucks/vans less than 26,000 lbs. GVW, and ATVs is 10.0%. Rentals or leases of automobiles for one year or more are considered long-term leases and sales tax of 5.5% is based on the total monthly lease payment multiplied by the number of payments.
Remote Sellers
Remote sellers with gross revenue from sales or deliveries into Maine that exceed $100,000 in the previous or current calendar year must collect and remit Maine sales/use tax. Failure to pay tax or file a tax return incurs penalties and interest.

Motor Vehicle/Boat Excise Tax
Must be paid annually to the local municipal office on all motor vehicles prior to registration. Tax rate is determined by age of vehicle and MSRP.

Minimum tax is $5.00 for a motor vehicle or tent trailer, $2.50 for a motorized bicycle, $15.00 for a camper trailer or mobile home. Excise tax also applies to watercraft based on horsepower and length of vessel. Vehicles sold to an exempt entity, well-drilling equipment, ATVs, and snowmobiles are exempt.
Property Tax
Registered motor vehicles owned on April 1 for which an excise tax has been paid are exempt from property taxes. Unregistered motor vehicles owned on April 1 that are not assessed excise tax are subject to property tax.
Federal Heavy Vehicle Use Tax
Proof of payment required prior to registration of vehicles with a registered weight of 55,000 lbs. or more. A Heavy Highway Vehicle Use Tax Return (Form 2290) may be faxed to 207.624.9390 or emailed to [email protected].

Lease Information
Same forms, procedures, and fees apply to leased vehicles as privately-owned vehicles. Leased vehicles are titled in the name of the lessor (leasing company) with the lessee listed as the registrant. The lessor is responsible for titling. A copy of the lease agreement should be carried in the vehicle.
The rental of automobiles and pickup trucks/vans less than 26,000 lbs. GVW for periods of less than one year is subject to a 10.0% sales tax rate (short-term rental). Leases of one year or more are considered long-term and are subject to the standard 5.5% rate on monthly payments.
If a third party signs on behalf of the lessor or lessee, a Power of Attorney is required. Dealers must submit lease applications electronically through authorized channels.

Proof of insurance is required at time of registration. Failure to maintain coverage may result in registration suspension. Maine is a no-fault state for medical payments coverage.
Motor Vehicle Safety Inspection
Required annually and at time of transfer of title to a new registered owner. New vehicles with 7,500 miles or less sold by dealers, island vehicles, off-highway recreational vehicles, and historic vehicles are exempt. Inspections are performed at authorized inspection stations.
Emissions Inspection
Not required in Maine. There is no state-mandated emissions testing program for registration or renewal.
Records
Vehicle title and registration records are maintained by the Maine Bureau of Motor Vehicles. Title records are returned to the issuing state. Maine fully participates in NMVTIS. Record requests must comply with the federal Driver Privacy Protection Act (DPPA).
Enforcement
Maine State Police, 45 Commerce Drive, Augusta, ME 04333, 207.624.7200. Operating an unregistered vehicle or driving without insurance are violations subject to fines and penalties.
Out-of-State Purchases & New Residents
Maine residents who purchase a vehicle from an out-of-state dealer or private party must title and register the vehicle in Maine immediately upon transfer. Maine use tax is due on the purchase price if Maine sales tax was not collected at the time of sale.
New residents must register their vehicles within 30 days of establishing Maine residency. Credit is allowed for sales/use taxes paid to another state. New residents are exempt from use tax on vehicles purchased and titled/registered in their name in another state for 90 days or more prior to entry into Maine.
