Title & Proof of Ownership
All motor vehicles, mopeds, motor scooters, trailers, off-highway recreational vehicles, and vessels are titled. Vehicles owned by the U.S. Government and self-propelled invalid wheelchairs or tricycles are exempt. Title is optional for utility trailers 2,500 lbs. GVW or less, special mobile equipment, mobile homes over 35 feet in length, UTVs purchased before October 2017, and off-highway vehicles (ATVs, off-road motorcycles, and snowmobiles) purchased before October 2010.
Manufactured Homes
A manufactured home may be converted from a vehicle to real property or vice versa. When permanently attached to a foundation, an Affidavit Manufactured Home Converted to Real Property (VR-451) must be submitted with the MCO or title and the Affidavit of Affixation. An Affidavit Manufactured Home Severed from Real Property (VR-452) must be submitted with a statement from a licensed attorney or title insurance provider when severed from real estate.
Application for Title
Application for Certificate of Title (VR-005) or the back section of the Maryland title entitled "Application for Title and Registration" may be submitted to any full service MVA Office or mailed to the MVA Mail-In Title Unit in Glen Burnie. All businesses titling a vehicle must show proof of legal existence and will be given an ID number. There is an online Title & Registration Pre-Application. Allow 10–15 business days to receive title. "Quick Title" service not available. Delivery of title may be tracked online.

Make checks payable to MVA. Vessel titles: payable to DNR. Dealer and title service agents must electronically submit all transactions through the eService Portal. Fees must be paid through a drawdown account; checks are not accepted for dealer/agent transactions.
Dealer Disclosure: A Disclosure of Former Vehicle Use (VR-460) is required from a dealer when a vehicle being sold has previously been used for public or governmental purposes, as an executive-driven vehicle, as a demonstrator, for driver training, as a taxicab, as a short-term rental vehicle, or was returned under the Lemon Law.
Electronic Registration and Titling (ERT) System
Dealers and title service agents licensed by the MVA may participate in the ERT program. Electronic images are uploaded for each transaction.
Electronic Signatures
All documents may be submitted to the MVA electronically without the requirement of a wet signature. Dealers or service providers must use an electronic signature solution that allows forms to be signed by means of a signing device or through a compliant process using email. An electronic signature certification page must be submitted with transaction documents.
For odometer disclosure, an attestation statement on company letterhead must accompany documents and must include the following verbiage: "(Name of dealer or service provider) attests that the electronic signature(s) on the odometer disclosure documents meet the requirements set forth by NHTSA Rule 49 CFR 580 for assurance Level 2."
Note: The DNR only accepts documents with a wet signature.
Proof of Ownership
New Vehicles
Manufacturer's Certificate of Origin and original Dealer's Bill of Sale.
Used Vehicles
Certificate of Title and bill of sale. If dealer sale, attach any dealer reassignments and original Dealer's Bill of Sale.
Non-Title Issuing Jurisdiction
Registration and a certified bill of sale.
Government Surplus Vehicles
U.S. Government Certificate to Obtain Title to a Vehicle (SF97-1).
Foreign Vehicles
Foreign ownership documents plus an Entry/Immediate Delivery (CBP 3461) and Entry Summary (CBP 7501), a NHTSA Declaration (HS-7), and EPA Declaration Form (EPA 3520-1). Non-compliant vehicles require receipts for conversion work or a bond release letter. U.S. military may use Private Vehicle Shipping Document for Automobile (DD 788) or CBP Declaration for Personal Property Shipments (DD 1252) and a copy of military orders or Maryland driver license.
Note: Maryland dealers may complete the purchase price certification on the application or a dealer's reassignment in lieu of a Dealer's Bill of Sale. Bill of sale must be notarized if vehicle is less than seven years old and purchase price is more than $500.00 below book value.
Surrender of Proof of Ownership: Required. Documents are not returned to issuing state. Maryland provides data to and inquiries NMVTIS prior to issuing titles.
Insufficient Evidence of Ownership
If the MVA is not satisfied as to the ownership of a vehicle or that every security interest in it has been disclosed, the vehicle may be registered but the title may be withheld until documents satisfying the MVA are submitted, or, as a condition to issuing a title, require a bond in an amount equal to 1½ times the value of the vehicle. Bond may be returned at the end of three years if there have been no actions to recover on the bond or if vehicle is no longer registered in Maryland.
Mopeds, Motor Scooters & Off-Road Vehicles
An Affidavit of Ownership of a Moped, Motor Scooter or Off Road Vehicle (VR-450) may be used when an ownership document cannot be obtained for these types of vehicles.
Odometer Statement
Required upon transfer of ownership. A separate statement, such as an Odometer Disclosure Statement (VR-197), may be used if it meets federal requirements. Vehicles with a model year of 2010 or older, trailers and other vehicles without odometer devices, and trucks over 16,000 lbs. GVWR are exempt.
VIN Inspection
Required as part of a Maryland safety inspection at time of transfer of used vehicles. Salvage vehicles require VIN inspections by authorized law enforcement. Reconstructed, glider kit, kit cars, and certain homemade vehicles and trailers require an assigned VIN and Maryland State Police will install the new VIN plate after inspection. An Application for Assigned/Replacement Vehicle Identification Number (VR-198) may be used. For new vessels 12 feet in length and smaller purchased online, a pencil tracing or photo of the HIN is required for titling.
Special Titles: None.
Title Brands
Brands are shown in the Brand field of the Maryland title. Brands from out of state (or similar notations) are forwarded onto Maryland titles. Odometer Codes (Actual Mileage, Exceeds Mechanical Limits, Not Actual Mileage) are shown on the right side below the safety block printing.
Salvage Certificates
Salvage Certificates are green and contain a conspicuous notation: cost to repair vehicle is 75% of fair market value and vehicle is repairable; vehicle is not rebuildable, will be used for parts only, and not to be retitled; vehicle has been stolen; vehicle has sustained flood damage; abandoned vehicle; or vehicle was acquired by insurer as a result of a claim settlement and the cost to repair the vehicle is 75% or less of the fair market value of the vehicle.
Stolen Vehicle
The owner may report the theft or recovery to the MVA; however, if reported to police, the MVA receives NCIC reports daily. When an insurer makes a claim settlement on a stolen vehicle, a salvage certificate must be applied for; however, it will not be issued until the vehicle is recovered. Registration of a stolen vehicle will be suspended.
Salvage Vehicle
A vehicle damaged to the extent that the cost of repair exceeds 75% of the fair market value; or acquired by an insurer as a result of a claim settlement; or acquired by a dismantler and recycler. An insurer must apply for a salvage title within 10 days of settlement. Fee is $45.00 for a corrected title with the appropriate brand or $25.00 for a salvage certificate.
Rebuilt Vehicle
Salvage vehicles must be repaired and pass an inspection performed by a certified Maryland State Police Salvage Inspector to receive a title with the notation/brand "Rebuilt Salvage." If the VIN plate has been removed or damaged, vehicle must be inspected by the Auto Theft Unit in Glen Burnie. The salvage certificate and proof of ownership must be presented to the inspector.
Junk Vehicle
An automotive dismantler and recycler or scrap processor must provide electronic notification to the MVA for any vehicle acquired for dismantling or scrapping within 30 days. An Affidavit of Ownership for Transfer (VR-453) or an Affidavit of Lawful Possession (VR-454) must be submitted when the title is not available. Plates and registration must be surrendered.
Abandoned Vehicle
Within seven days after an abandoned vehicle is taken into police custody, the last registered owner and each secured party will be notified of the right to reclaim within three weeks after date of notice. Failure to reclaim is a waiver of all rights. An Application for a Salvage Certificate/Owner Retention (VR-028) is used when a vehicle is acquired as an abandoned vehicle from a police auction.
Title Only & Duplicate Title
Title Only is issued. Duplicate title: Owner must submit an Application for Duplicate Certificate of Title (VR-018) with a copy of a valid state-issued identification. Fee is $20.00 for duplicate title; $40.00 for corrected title. Duplicate may also be applied for online. Allow 2–3 weeks for delivery if applying by mail.
Lien Law
All MVA liens must be recorded electronically. Lien information is entered on the Application for Certificate of Title (VR-005) and submitted with a $20.00 lien filing fee for each lien recorded. Second and additional liens are recorded electronically upon submission of the title, a Security Interest Filing Statement (VR-217 or B208 for vessels), and the lien fee. If the lienholder is anyone other than a bona fide lending institution, a lien contract is required. The title shows up to four lienholders. A security interest is perfected at the time of its creation if delivery and payment are completed within 10 days; otherwise, perfection dates as of the date of delivery and payment.
Lien Expiration
Lien remains valid on a Maryland title until a lien release is received from the lienholder; however, a vehicle owner can certify that the lien has been paid off after seven years and the MVA will release the lien from the title record.
Responsible Party for Filing
The dealer is responsible for filing liens on dealer sales. The lienholder or owner may file the lien on private party sales or upon refinancing.
Assignment of Lien
A lienholder may assign his security interest in a vehicle/vessel, but remains liable until the assignee is shown on the title. The assignee must submit the title and a Security Interest Filing Statement (VR-217) with a $20.00 lien filing fee. The assignment section of the vehicle title must be completed by the lienholder shown on the title.
Mechanic's Lien
If the vehicle owner fails to pay the repair or storage fee and vehicle is left in custody for at least 30 days (90 days for trailers), the vehicle may be sold at public auction. At least 10 days (30 days for trailers) prior to auction, a notification letter must be sent to the owner, all lienholders, and the Mechanic's Lien Unit by registered mail, return receipt requested.
Self-Storage Facility Lien
A self-storage facility with a signed contract more than 60 days in default may process a self-storage facility lien and auction. The owner must be notified by verified mail, hand delivery, or email. An advertisement must be placed at least three days prior to sale. An Application for Self-Service Storage Facility Lien (VR-472) must be submitted.
Release of Lien
When a security interest is satisfied, the secured party must execute a release electronically through the ELS Program or immediately deliver copies of the release to the owner and the MVA. All lienholders and dealers who offer financing must electronically submit their lien releases through their selected ELS vendor within five business days of receiving full payment. Once an ELS lien is satisfied, a clear title is mailed to the owner's listed address unless the lender uses the "one time mailing address" to have the clear title sent elsewhere.
For vessels, the secured party must sign where indicated on the DNR-executed security interest filing statement and immediately deliver the original signed statement to the vessel owner.
UCC Filings
Liens on non-titled vehicles are made through the Department of Assessments and Taxation (SDAT), UCC Division, 700 E. Pratt Street, Baltimore, MD 21202, 410.767.1459, [email protected]. Financing statements may be filed and searched online.
Electronic Lien Services (ELS) Program
Lienholders or dealers that offer financing on vehicles are required to contract with an ELS Vendor. ELS-participating lienholders receive electronic notifications of liens recorded on their behalf and submit lien releases electronically. Notice of Security Interest Filings will not be mailed to any lienholder. An Application for Lien Code Assignment and/or Enrollment/Change in Electronic Lien System (VR-466) is used to enroll. Maryland also participates in an Electronic Registration and Titling (ERT) System.
Transfer of Title
Transfer is accomplished by assignment of title. Transfer must be made within 30 days of delivery to avoid an additional service fee. Dealers must obtain a completed title application and collect all taxes and fees and submit them with required documents within 30 days of delivery. Dealers must transmit vehicle and registration information electronically to the MVA on the same day they issue a 60-day temporary registration. If there is a lease on the vehicle, a lien release or letter on lienholder letterhead authorizing the change in ownership is required.
Vessel owners must notify the DNR within 15 days of sale. Transfer must be made within 30 days of delivery of vessel to avoid penalty and interest.
Add/Remove a Party
The assignment section of the title must be completed by the seller as per joint ownership rules and the new owner(s) must be added to the buyer section. Plates may be transferred if names added or removed are spouses, or parent and child. New plates must be purchased on all other transfers. Excise tax is not due if vehicle is jointly owned and transferred to one of the owners if the transferor did not pay any part of the original purchase price.
Joint Ownership
Joint tenants and tenants by entirety are forms of ownership with rights of survivorship. Signatures of all owners are required to transfer. Joint tenancy may be selected by two or more persons. Only husband and wife may select tenants by entireties. Joint Tenants or Tenants by Entireties must be selected in the "Relationship Field" or joint ownership will be considered Tenants in Common.
Notarization
Not required for title transfer in Maryland.
Damage Disclosure
Dealers must disclose damaged vehicles. A vehicle that has been used as a taxicab may not be sold, transferred, or disposed of unless a signed statement stating the vehicle was used as a taxicab is attached to the title.
Deceased Owner
Upon death of a joint owner, the survivor must submit the assigned title and a certified copy of the death certificate or the VR-278 or VR-264P letter sent by the MVA to transfer ownership. Title fee does not apply to a surviving spouse, regardless of whether the spouse is co-titled on the vehicle or not.
If the vehicle is titled in the name of the deceased only, the personal representative must sign as seller, indicating either personal representative or executor after signature, and furnish a certified copy of Letters of Testamentary/Administration. An Application for Exemption from Estate Administration (VR-481) may be used by a surviving spouse who is the only heir or legatee.
Transfer on Death (TOD)
A sole owner may designate a beneficiary on a Maryland title to assume ownership upon their death. The notation "transfer-on-death" or "TOD" indicating the beneficiary is shown on the title. Beneficiary may be added, edited, or removed online. Following the death of the owner, ownership passes to the beneficiary upon submission of the original title, a death certificate, proof of identity, and any applicable fees.
Power of Attorney
An original power of attorney or notarized copy may be used. A Restricted Power of Attorney to Sign for Vehicle Owner (VR-470) may be used. A general power of attorney must indicate that it may be used for the transfer or acquisition of personal property. A secure Power of Attorney for Odometer Disclosure is used when a vehicle titled in another state is traded-in to a Maryland dealer and the title is in the possession of the lienholder.
Limited Assignment Space
If title is assigned to someone other than a licensed dealer, transferee must secure a Maryland title in their name prior to reassignment. Licensed Maryland dealers may use a Dealer's Bill of Sale and/or Re-Assignment for New and Used Vehicles (VR-182) or may apply for a dealer resale title.
Repossession
After default in the terms of a security agreement, the secured party may take possession of the vehicle without judicial process, if it proceeds without a breach of the peace. Every secured party who takes possession of a vehicle must immediately inform law enforcement. The lienholder completes the Certification of Repossession and Application for Title and Registration on the reverse side of the Notice of Security Interest Filing (SIF). The lienholder may apply for a repossession title in their name or assign ownership to another party. A repo/condition report is also required. A copy of the contract must be submitted if the lienholder is not a bona fide lending institution.
Out-of-State Titled Vehicles
If the vehicle is titled out of state, the forms required by that state for repossession must be furnished and lienholder must comply with other state's repossession requirements. Lienholder must have an office in Maryland or repossessed vehicle must be currently titled in Maryland to receive a Maryland title. A copy of the contract between the lienholder and owner must be submitted.
Purchaser of Repossessed Vehicle
The purchaser of a repossessed vehicle must have physical possession of the vehicle and be a Maryland resident to receive a Maryland title. The purchaser must submit the properly completed Maryland Security Interest Filing, a bill of sale, the repo/condition report, documentation from other state (if applicable), a copy of the signed contract (if applicable), and a Maryland safety inspection certificate.
If SIF is Not Available
If an SIF is not available, the secured party may apply for a repo title upon submission of an application for title, a Certification of Repossession (VR-105), a condition report, a copy of the lien contract signed by all owners, and title fee.
Registration
Most motor vehicles and trailers used on the highways and vessels equipped with mechanical propulsion must be registered. Vehicles owned by the U.S., farm tractors or equipment, special mobile equipment, golf carts, and mobile homes are exempt. Mopeds, motor scooters, and off-road recreational vehicles are not registered, but must display a non-transferable decal. Special mobile equipment requires special tag. U.S. Coast Guard documented vessels using Maryland waters must display a documented use decal and pay vessel excise tax.
Application for Registration
Made to any full service MVA Office. Registration must be carried in the vehicle. New residents must register their vehicles within 60 days of establishing residency.
Nonresidents
Nonresident vehicles properly registered in home state are exempt registration in Maryland unless used for transporting persons for hire, regularly operated in carrying on business in Maryland, designed for transportation of property, or in the custody of a resident for more than 30 days during any registration year. Nonresident students and medical interns are exempt if the home state extends the same privileges to Maryland residents. Nonresidents maintaining a dwelling in Maryland for more than 30 days but less than one year require a nonresident permit.
Expiration
All classes of vehicles are registered on a monthly staggered basis, either one or two years from date of issue. Vessels are registered for two years and expire December 31.

Plates
One plate for trailers, tractors, motorcycles, historic vehicles (50 years and older), street rods (50 years and older), dealers, and special mobile equipment; two plates for all other vehicles. Plates remain with owner and may be transferred to another vehicle in the same classification. Plates must be returned to the MVA prior to cancelling insurance.
Military Registration
Nonresident military personnel stationed in Maryland or an adjoining state or Washington DC need not register personal passenger vehicles in Maryland if properly registered in state of residence. Active-duty military personnel may be exempt from excise tax. A vehicle owned by or leased to a qualified disabled veteran is exempt from registration fees. There is no fee for the renewal of the registration of a vehicle owned by a Medal of Honor recipient.

6.0% of the purchase price. For vehicles less than seven years old purchased privately, tax is based on the greater of the purchase price on the notarized bill of sale or $640.00 ($320.00 for trailers, motor scooters, mopeds, or OHRVs). For vehicles seven years or older, if purchase price is more than $640.00, tax is based on the purchase price; if less, the minimum excise tax of $38.40 ($19.20 for trailers, motor scooters, mopeds, or OHRVs) applies. An excise tax of $50.00 is imposed for the registration of a trailer exempt from titling. Credit is allowed for trade-in on dealer sales. An excise tax credit is allowed if the applicant has not been a Maryland resident for more than 60 days and has paid a state sales or excise tax in another state, excluding county or local tax.
Exemptions
- ●Mobile homes over 35 feet in length, vehicles sold to an exempt entity, vehicles acquired by the insurer due to a claim
- ●A transfer between immediate family members is exempt upon completion of an Application for Gift Certification (VR-103)
- ●Nonresidents are exempt from Maryland excise tax if vehicle is to be titled and registered in their home state

Zero-Emission Vehicle Credit
A zero-emission plug-in electric drive vehicle or fuel cell electric vehicle with a base purchase price not exceeding $50,000, purchased new and titled for the first time after July 1, 2023 and before July 1, 2027 is subject to an excise tax credit equal to $3,000 for each vehicle; $1,000 for each 2-wheeled motorcycle; or $2,000 for each 3-wheeled motorcycle or autocycle. Credit is limited to one vehicle per individual and 10 vehicles per business entity. An Excise Tax Credit Request for Plug-in Electric Vehicle (VR-334) is used to apply.
Fuel Efficiency Surcharge/Credit
In addition to excise tax, a fuel efficiency surcharge or credit is imposed based on the fuel economy rating: new or used passenger cars (model year 1995 or later) with a fuel economy rating less than 27 mpg, the surcharge is $50.00 multiplied by the nearest whole number of miles per gallon less than 27 mpg; if greater than 35 mpg, a credit of $50.00 multiplied by the nearest whole number of miles per gallon greater than 35 mpg. The surcharge/credit may not exceed 1.0% of the total purchase price.
Vessel Excise Tax
5.0%. Minimum tax $5.00, maximum tax $15,900. Credit is allowed for trade-in on licensed dealer sales only. Credit is allowed for taxes paid to another state. A vessel transfer between immediate family members is exempt upon completion of a Certification of Family Transfer (B-105). Vessel excise tax must be paid within 30 days to avoid a penalty of 10% plus interest at 1.5% per month.
Sales/Use Tax
Vehicles subject to excise tax are exempt from sales tax. Sales of new mobile homes are subject to 6.0% sales and use tax applied to 60% of the taxable price. Tax is payable to the Comptroller of Maryland within 30 days of purchase to avoid penalties and interest. Sales of used mobile homes are exempt with proof that retail sales tax was previously paid.
Personal Property Taxes
No state personal property tax.
Federal Heavy Vehicle Use Tax
Proof of payment is required for vehicles 55,000 lbs. GVW or more. If registering within 60 days of purchase, an IRS Form 2290 is not required with acceptable evidence of ownership that is within 60 days of the transaction.

Important Notes
- •All fees shown are one-year fees. All vehicles may be renewed for a 2-year registration except for trucks one ton or larger and tractors.
- •There is an additional annual $40.00 surcharge for the EMS system applicable to most vehicle classes.
- •In addition to the registration fee, there is a $125.00 fee for each zero-emission vehicle; $100.00 for each plug-in electric vehicle.
- •A weight certification may be required. Special mobile equipment must display a special SME license plate ($62.50).
- •Personalized plates: $50.00 annually in addition to registration fees.

Heavy Trucks (Class E, 10,000+ lbs)
Fees for trucks 10,000 lbs and over are calculated per 1,000 lbs or fraction thereof, plus an additional flat fee. See the complete fee schedule on the MVA website.
Vessels
Registered through the Department of Natural Resources, DNR Service Center, 866.344.8889, [email protected]. Fee is $24.00 for two years; no fee for vessels 16 feet or less with motors 7.5 hp or less. Documented vessels must display a Documented Use Decal, fee $10.00.
Plate Transfer Fee
$15.00 plus difference if the annual registration fee is more than the previously owned vehicle.
Duplicate / Replacement
$20.00 for substitute plates with stickers; $5.00 for substitute stickers or decal or duplicate registration card. No fee if tags were stolen and a police report is provided.
Refunds / Credits
Registration fee may be refunded if registration card and unused plates are returned prior to expiration. An Application for Registration Plate Refund (VR-021) is submitted.

Lease Information
Same forms and procedures apply to leased vehicles as privately-owned vehicles; however, title and registration fees are different. Title is issued in the name of the lessor and registration is issued to the lessee. Leased vehicles are subject to an excise tax of 6.0% on the total purchase price. If lessee opts to purchase leased vehicle at the end of the lease agreement, they are exempt from paying excise tax.
Sales tax of 6.0% is paid to the Comptroller of Maryland on rental receipts. Long-term lease agreements (one year or more) are not subject to sales tax on monthly rental receipts. Short-term passenger car, motorcycle, and recreational vehicle rentals are assessed an 11.5% tax. Short-term truck rentals are imposed an 8.0% tax.

Insurance is compulsory and is a prerequisite to registration. Proof of insurance must be carried in the vehicle. Trailers do not require insurance unless rented or leased. If insurance lapses, vehicle registration is suspended automatically and an uninsured motorist penalty fee is assessed. Penalty is $200.00 for each vehicle for the first 30 days; then $7.00 per day beginning on the 31st day. Maximum penalty is $3,500 for each violation in a 12-month period.
Motor Vehicle Safety Inspection
Required on all used Class A, B, D, E, EFT, F, FF, G, GF, J, and M vehicles upon transfer of ownership. Transfers between spouses, between parent and child, to the lessee at the end of a lease term, from a business entity to the majority owner, or when a co-owner is removed are exempt. New vehicles with 7,500 miles or less sold by dealers, island vehicles, off-highway recreational vehicles, and historic vehicles are exempt. Safety inspections must be electronically submitted.
Emission Inspection
Required prior to registration. Biennial inspection is required on vehicles registered in Baltimore City and counties of Anne Arundel, Baltimore, Calvert, Carroll, Cecil, Charles, Frederick, Harford, Howard, Montgomery, Prince George's, Queen Anne's, and Washington. Vehicles 1976 and older, zero-emission vehicles, historic vehicles, and vehicles owned by those age 70 or older or vehicles with disabled plates driven less than 5,000 miles per year are exempt. Fee is $14.00 for VEIP Test; $10.00 if done at a Self-Service Kiosk.
Records
Filed by title number, VIN, license plate number, and owner name. Title records placed on optical medium and saved indefinitely. A Request for MVA Records (DR-057) must be submitted with a fee of $12.00 for each record or $15.00 for each certified record.
