Fee Calculator
Estimate your Tennessee title, registration, and sales tax costs. State sales tax is 7.0%. A single article tax of 2.75% applies to the portion of the price between $1,600 and $3,200. Local option tax (up to 2.75%) applies to the first $1,600 only. Wheel tax varies by county. Service contracts, protection packages, and warranties are taxed separately at 9.75%.

Tennessee charges a 9.75% tax on service contracts, protection packages, and extended warranties. This is taxed separately from the vehicle purchase price. Enter the total cost of all service contracts/warranties purchased with the vehicle.
All-electric vehicles are assessed an additional $200.00 registration fee. Hybrid electric and plug-in electric vehicles are assessed an additional $100.00. Low-speed and medium-speed vehicles are exempt.

Title Fees & Proof of Ownership
Tennessee titles are processed through the local County Clerk. Most motor vehicles, motorcycles, mopeds 50cc or more, ATVs, OHVs, snowmobiles, and trailers must be titled. Boats, boat trailers, noncommercial utility trailers, folding camping trailers, farm trailers, and U.S. Government vehicles are exempt.

Special Titles
Certification of Ownership
For vehicles with insufficient evidence of ownership valued at $3,000 or less, or 30+ years old. Requires VIN verification, notarized bill of sale, and evidence of notification to previous owner. Form RV-F1310401.
Bonded Title
For vehicles valued over $3,000 with insufficient ownership evidence. Surety bond must cover 1.5x the vehicle's value and be maintained for 3 years. Form RV-F1313201.
Salvage Certificate
Issued for passenger vehicles less than 10 model years old damaged in excess of 75% of retail value. Vehicles over 9,000 lbs are exempt. Salvage Certificates are blue. Form RV-F1311801.
Non-Repairable Certificate
Issued for vehicles incapable of safe operation with no resale value except as parts or scrap. Non-Repairable Certificates are red.
Rebuilt Vehicle
Requires Anti-Theft Unit inspection. Submit Form RV-F1315401 with salvage certificate, color photos, parts receipts, and conversion fee ($75 individuals / $85.50 dealers). Title branded "Rebuilt Vehicle, Anti-Theft Inspection Passed."
Abandoned Vehicle
Ownership must be verified within 3 business days of taking custody. Owner/lienholder may reclaim upon payment of towing and storage charges. If unclaimed, vehicle may be sold at public auction. Form RV-F1310601.
Title Brands
Brands are shown on the face of the title under Remarks. Out-of-state brands are carried forward onto Tennessee titles.
Odometer Disclosure
Required upon transfer of ownership. Form RV-F1317001 may be used if title or MSO do not contain conforming odometer language. Exempt: model year 2010 or older, trailers, vehicles without odometers, and trucks over 16,000 lbs GVWR.
VIN Inspection
Required on rebuilt, specially constructed, custom built, replica vehicles, and homemade trailers. Completed by the Special Investigations Division, Anti-Theft Unit in Nashville. Phone: 615.741.3101.

State Sales/Use Tax
Sales of motor vehicles, trailers, OHVs, and boats are subject to 7.0% sales or use tax on the full purchase price. Tax is collected at the time of titling at the County Clerk's office.
Tennessee's Unique Tax Structure
- •State Single Article Tax (2.75%): Assessed on any single item sold in excess of $1,600 but not more than $3,200. This is in addition to the 7% state tax on the first $1,600.
- •Local Option Tax (up to 2.75%): Imposed by cities and/or counties on the first $1,600 of the purchase price only.
Local option tax and single article rates vary by location. Check the Tennessee DOR website for current rates in your area.
Trade-In Credit
Credit is allowed for trade-in of like kind and character, if the vehicle is titled in the name of the person trading it in. Actual credit must be given on the invoice or other sales document.
Out-of-State Credit
Credit is allowed for sales or use tax paid in another state if the new resident provides proof of tax payment.
Tax Exemptions
- ●New residents: Exempt from use tax on personal motor vehicles or manufactured homes brought into Tennessee
- ●Nonresidents: Exempt if vehicle is removed from Tennessee within 3 days of purchase (3-Day Affidavit required)
- ●Gift transfers: Transfers involving certain relatives are tax exempt (Form RV-F1301201)
- ●Active-duty nonresident military: Exempt from sales and use tax (copy of official orders required)
- ●Former POWs and disabled veterans: Exempt from sales tax, registration fee, and local motor vehicle privilege tax
- ●Interstate commerce carriers: Vehicles 16,000+ lbs GVWR used principally in interstate commerce (Form RV-F1300401)
- ●Boats (new residents): Exempt if used solely for personal use, fair market value $10,000 or less, and registered in previous state
Local Collection Fee
A local collection fee of $1.00 applies for each transaction where sales tax is collected by a County Clerk; $2.00 on the isolated sale of boats and other vessels.
Lien Law
Perfecting a Lien
Liens are perfected upon submission of an Application for Noting of Lien, Duplicate Title, or Multipurpose Use (RV-F1315201) with the properly assigned title/MSO, a copy of the lien instrument, and applicable fees. A conditional sales contract is not acceptable as a lien instrument unless previously recorded and merely being assigned.

Lien Perfection Timing
Lien is perfected as of the date of its creation if filed within 20 days; otherwise, lien is perfected as of the date of delivery to the County Clerk.
Temporary Lien Filing
A first lienholder or their designee may file an application for motor vehicle temporary lien with the Secretary of State for a fee of $10.00. The filing constitutes constructive notice of the lien against the motor vehicle, except liens dependent upon possession.
Second Lien
The title is not necessary when noting a second lien. The name and address of the second lienholder must be indicated in the "Second Lienholder" section of the application.
Lien Expiration
Liens do not expire. Liens are valid until evidence of satisfaction is submitted.
Responsible Party
If the dealer has the customer complete a power of attorney and/or assesses fees for tax, title, and license, then the dealer would file the noting of lien. The lienholder is responsible for filing a lien on a vehicle purchased from an out-of-state dealer; however, the dealer may act as an agent.
Assignment of Lien
A lienholder may assign the title to another person without the consent of the owner; however, the owner must be notified in writing. The new lienholder may apply for a title showing their lien.
Garagekeeper's Lien
A garagekeeper may recover the costs of repair and/or storage by selling a vehicle if payment is not made within 30 days after completion of repairs. All owners/lienholders must be notified that the vehicle must be claimed within 10 days or the vehicle will be sold at auction. The purchaser may obtain title upon submission of a Certification of Sales Under Special Conditions (RV-F1312101), a Vehicle Information Request (RV-F1313801), certified mail receipts, a copy of the advertisement, an itemized statement of fees, and applicable title and registration fees.
Release of Lien
Upon satisfaction of lien, the lienor must discharge the lien by submitting one of the following:
- •A copy of the title with the date of discharge and signature reflected thereon
- •The tear-away portion at the top of the title with the date of discharge and signature
- •A lien release on lienor letterhead containing the VIN, signed and dated by an authorized representative
The legal name of the lienholder discharging the lien must match DOR records. The discharge must be reported by registered mail, return receipt requested, within 72 hours. If there are outstanding liens, the lienor must deliver the title to the next lienor. If no more liens, deliver to the owner within 7 business days.
UCC Filings
Liens on non-titled vehicles are filed through the Secretary of State, UCC Division, 312 Rosa Parks Avenue, Snodgrass Tower, 6th Floor, Nashville, TN 37243, 615.741.3276. Liens on mobile homes that become real property are recorded with the County Register of Deeds.
Lien Records & Title Mailing
Lien records are on file with the Vehicle Services Division in Nashville. Titles on which a lien is shown are mailed to the lienholder.
Electronic Lien & Title (ELT)
While Tennessee does not participate in an ELT Program, please see the Dealer EZ Tag Program in the Registration section for electronic submission capabilities.
Transfer of Title
Transfer is accomplished by assignment of title. The seller must deliver the title to the purchaser at time of delivery of the vehicle.
Add a Party to Title
A party may be added to a title and registration without requiring a new plate or registration. The party shown on the title signs as seller, and both owners sign as purchaser. Title fee applies.
Remove a Party from Title
The removal of a party is considered a change in ownership and requires a new title and registration to be issued. Same procedures as any other transfer.
Joint Ownership
When names are joined by "and" — all signatures are required for transfer. If names are joined by "or" or "and/or" — one signature is required.
Transfer Upon Death
A surviving spouse may apply for title upon submission of a copy of the death certificate. No fee if application is made within the first year of the death of the spouse.

- ●No Will or Will not probated: certified death certificate and Affidavit of Inheritance (RV-F1310501) required. A small estate affidavit may be used in lieu

Transfer on Death (TOD) Beneficiary
Tennessee does not have a procedure for adding a beneficiary to the title for transfer upon death.
Notarization
Not required for title transfer in Tennessee.
Damage Disclosure
Tennessee does not require a damage disclosure statement.
Power of Attorney
A Power of Attorney for Vehicle Transactions (RV-F1311401) or any notarized Power of Attorney may be used to appoint an agent to complete vehicle transactions. A secure Power of Attorney is required to disclose mileage. For motor carriers, a Motor Carrier Power of Attorney (RV-F1309101) is required if someone other than a company representative is completing the application.
Limited Assignment Space
A Certificate of Title Extension Form may be used by licensed dealers to transfer a vehicle when all assignment spaces on the back of the title are exhausted. A dealer's reassignment form from another state may be used on a title from that state. Individuals must title in their name prior to transfer.
Repossession
The lienholder may take possession of a vehicle after default in the terms of a lien agreement without judicial process if it proceeds without a breach of the peace.
Requirements
The purchaser of a repossessed vehicle must submit:
- Application for Noting of Lien, Duplicate Title, or Multipurpose Use (RV-F1315201)
- The properly assigned title
- A Certification of Sales Under Special Conditions (RV-F1312101)
- Applicable fees
When Lien Is Not on Title
If the lien is not shown on the title, the Certification must be submitted with a true copy of the lien instrument and a notice of sale, bill of sale, or auction sales receipt. Upon presentation of proper evidence of lien, the lienholder must apply for title in the owner's name and be shown as lienholder.
Out-of-State Lienholder
If lien is recorded on the Tennessee title, standard information applies. If not recorded, lienholder must follow home-state repossession procedures. If lien is recorded on an out-of-state title, a repossession form from that state may be used.
Selling Out of State
When selling a repossessed vehicle out of state, some states may not accept the Certification form and the lienholder may need to apply for title only as legal owner of the vehicle.
No Evidence of Title
If there is no evidence of title in any state, a repossession bond allows the lienholder to apply for title only as legal owner. Each owner in the chain of ownership must title and register the vehicle, except dealers and insurance companies. If the previous owner did not title and register the vehicle and/or pay applicable sales and use tax, those fees and taxes are still due.
Registration
All passenger vehicles, recreational vehicles, motorcycles, mopeds 50cc or more, trailers, freight motor vehicles, motorboats, and sailboats must be registered. New residents must register within 30 days of establishing residency.
Exempt from Registration
Snowmobiles, ATVs, ORVs, noncommercial utility trailers, boat trailers, livestock/horse/farm trailers, tow dollies, and folding camp trailers. Manufactured homes must be registered if pulled on the highways.
Application for Registration
Made to the County Clerk in county of residence. Previous registration is required if transferring plates. Registration must be carried in the vehicle. Motorboats and sailboats are registered through the Tennessee Wildlife Resources Agency.
Dealer EZ Tag Program
Allows dealers to electronically submit vehicle, lien, and owner information to the County Clerk and produce a temporary tag. For further information, contact Business Information Systems at 866.800.6498 or [email protected].
Expiration
Registrations expire on the last day of the month, one year from date of issue. Dealer plates expire in May. Commercial fleets expire in the month designated by the Commissioner.
Renewal
Renewal notices are sent to registered owners. Online renewal is available in most counties. Some counties charge an additional fee if renewing online. Online boat renewal is available for an additional processing fee.
Nonresidents
Nonresident vehicles properly registered in another state may be used in Tennessee for 30 consecutive days, plus any additional period granted to Tennessee residents in the nonresident's state. Nonresident mobile home owners may travel on public roads for 60 consecutive days without registering.
Planned Non-Operation
Vehicles not used on the roadways do not have to be registered. Plates do not need to be surrendered.

IRP (International Registration Plan)
Administered through the Department of Revenue, Motor Carrier Section, 500 Deaderick Street, Nashville, TN 37242, 888.871.3171 or 615.741.3101, [email protected]. IRP registration, renewals, transfers, and credential replacement may be completed using Tennessee Taxpayer Access Point (TNTAP).
Military Registration
Resident military personnel stationed outside the continental U.S. are given a 30-day grace period from date of return to renew registration. Active military may register through the local County Clerk.
If home of record is Tennessee but there is no physical presence, may apply to any Tennessee County Clerk with a current Leave and Earnings Statement (LES), stationing orders, title from foreign state, registration receipt, evidence of sales tax paid, applicable fees, and copy of security agreement if applicable.
Active-duty nonresident military personnel stationed in Tennessee are exempt from sales and use tax. A copy of official orders is required. Former POWs and veterans/service members with a service-connected disability who receive a U.S. Veterans Affairs grant are exempt from sales tax, registration fee, and local motor vehicle privilege tax.
Plates
One plate issued. Plate remains with owner and may be transferred to another vehicle.
Dealer Plates
May be used for demonstration and delivery. First plate: $50.05; each additional: $26.40. Dealer Truck Demonstrator plates: $360.25. County clerk may assess $2.00 per plate (max $10.00/day).
Nonresident Plates
New residents must surrender out-of-state plates when applying for Tennessee registration.

Local Motor Vehicle Privilege Tax
Tennessee counties and municipalities may impose a local motor vehicle privilege tax in addition to the state registration fee. This tax is collected by the County Clerk at the time of registration renewal. Rates vary significantly by county — contact your local County Clerk for the current rate.
Emissions Inspection
Required in Davidson, Hamilton, Rutherford, Sumner, Williamson, and Wilson counties for vehicles model year 1975 or newer. Inspection must be completed before registration renewal. Fee set by inspection station.
Refunds & Proration
Registration fees are not prorated in Tennessee. No refunds are issued for unused registration periods. Plates may be transferred between vehicles owned by the same person.

Proof of insurance is required at time of registration. Failure to maintain coverage may result in registration suspension.
Leased Vehicles
Leased vehicles are titled in the name of the lessor (leasing company) with the lessee listed as the registrant. The lessor is responsible for titling. A copy of the lease agreement must be carried in the vehicle. If someone other than the owner/applicant is signing documents, a Power of Attorney is required.
Persons engaged in the rental or leasing of motor vehicles to retail customers must obtain a U-Drive-It certificate from the Tennessee DOR.
Records
Vehicle records are maintained by the Tennessee Department of Revenue, Vehicle Services Division. Title records are retained for five years. Record requests must comply with the Driver Privacy Protection Act (DPPA). Contact the DOR for record request procedures.
